The Secretary-General of the Supreme Council for Planning and Development, Dr. Khaled Mahdi, stressed creating a culture within the government apparatus is ‘challenging’ because the mechanisms for assessing the supervisory class are based on foundations of productivity, efficiency and performance measurement.

The Al-Rai daily quoting Dr Mahdi said the council wants to promote a ‘culture of competency’ and do away from the culture of genes or relationships.

Dr Mahdi said this on the sidelines of a press conference between the Secretariat General of the Supreme Council for Planning and the Arab Planning Institute which was held at the Institute’s headquarters under the slogan ‘Towards a National Development Leadership’.

Mahdi said appointments worldwide are done on 3 axes — genes, relationships or competencies, but “we want to enhance the concept of competencies through professional development by developing programs.”

He announced the launch of the government agencies development center project, which is one of the important centers to enhance the capabilities of employees.

For his part, Director-General of the Arab Planning Institute, Dr. Badr Malallah, said, “The (Development Leaders) Program derives its importance from the fact that it deals with one of the most important issues in the Kuwaiti arena at the present time — developing capabilities of leaders in government institutions.
