The State Audit Bureau (SAB), released its evaluation of the efficiency and effectiveness of the Civil Service Commission’s (CSC) employment system for Nationals from 2017 to 2018 comparative to 2016, and in the report highlighted the increased risks from a rise in the unemployment rate, Aljarida daily reported. The increase in the unemployment rate is attributed to the growing number of Kuwaitis registered with the central employment system who are not proper candidates to the listed jobs, and the CSC is not playing a better role to ensure their appointments.

SAB noted in the report that there are a number of Kuwaitis who reject positions in government agencies and others who were denied jobs from these agencies since the start of the central employment system until 2018 with the number totaling 72,894, including 49,341 women.

The report pointed out there no rules governing the job application process such as the number of times a candidate can refuse offers. This is evident in the large number of cases of rejection for positions by candidates, to such an extent that a female candidate has refused a job 52 times. The bureau is critical of CSC’s role in the job sector, as it is currently limited to coordination between government agencies and job seekers, and has not shown tangible effectiveness in manpower planning despite its authorities and specializations to ensure the candidates registered are placed in suitable positions in employment.
