On charges of tampering with the national manpower training documents the National Manpower Development Department of the Public Authority for Manpower has referred four companies to the Public Prosecution and accused them of wasting public money over a period of five years between 2015 and 2020.
The investigation committee in the detection of violations, a copy of which was obtained by a local Arabic daily, concluded that there were violations of wasting public money against some companies that provided training for Kuwaitis in cooperation with the National Employment Development Department.
The Committee found the training companies had violated the terms and conditions of the contract and cited two clear cases of such violations.
In one instant it showed a company had received money from PAM and paid stipends to a Kuwaiti who actually was serving time at the Central Prison, and in yet another case, money was paid to another Kuwaiti who in fact was outside the country.
Both crimes are punishable by the text of Article 257 of the Penal Code. The documents submitted to PAM by companies referred to the prosecution were full of suspicions of providing incorrect data with the intention of unlawfully obtaining the benefits mentioned in Law No. 19 of 2000 regarding supporting national labor and encouraging it to work in non-governmental entities.
