The Acting Director-General of Kuwait Municipality, Saud Al-Dabbous, has issued a circular pertaining to the reinstatement of the incentive reward for screen replacement, alongside updates to the corresponding form and disbursement procedure.

This initiative, according to Al-Qabas daily, is rooted in the activation of the electronic documentation process within the municipality’s unified correspondence system, serving as an inaugural user. The aim is to circumvent the observations raised by the Audit Bureau and supervisory authorities, which have led to the suspension or reimbursement of screen replacement benefits for certain employees due to non-compliance with eligibility criteria.

Al-Dabbous has called upon all echelons of the municipality to diligently adhere to the stipulated procedures and timelines for requesting direct allowance payments.

This involves utilizing the newly introduced screen allowance form, furnishing requisite data, and appending a declaration from the management of the information systems center. This declaration should showcase the user’s name and the software utilized by the employee.

The responsibility for the accuracy of data input rests with the employee. The form should also outline the nature of the employee’s role, as well as whether they interact directly with the public. Vigilant oversight by the immediate supervisor is imperative, and any failure to take appropriate action by the direct manager in cases where the employee doesn’t activate their username may lead to disciplinary consequences.

Al-Dabbous emphasized that the Personnel Affairs Department is tasked with communicating with the Information Systems Center, along with attaching the duly endorsed screen allowance forms from the employee’s superior. This is to take place a month after the username’s creation date, in order to ensure the employee’s effective utilization of the program. This applies regardless of whether the username is designated for correspondence, references, or final approvals.
