Hanging clothes or carpets on balconies and windows is strictly prohibited, and violators will have to pay a fine of up to KD300 dinars, affirmed the Director of the Public Cleaning and Road Works Department in the Capital Municipality Branch, Mishaal Al-Azmi, during the field campaign that resulted in the residents of apartments being summoned and notified, Al Rai daily reported.

There are similar disordered scenes sweeping the balconies of buildings in a number of areas of the country, especially in the capital and Bneid Al-Gar. One of the reasons given is the presence of bachelors.

Al-Azmi pointed out in a statement to Al-Rai that the municipality’s director-general, Eng. Ahmed Al-Manfouhi, is keenly interested in maintaining the general appearance of the areas, and stresses the need to reduce visual uncleanliness, due to the spread of the phenomenon of some spreading their clothes, in a way that distorts the balconies overlooking the main roads and others. He emphasized that “the plan revolves around reducing violations to zero and eliminating this phenomenon as soon as possible.”

He continued, “The municipality has actually succeeded during the recent period in curbing this phenomenon, we find there is a good response from building residents,” indicating that the areas of Kuwait, the capital, and Bneid Al-Gar, are among the areas most affected by these type of violations. In most cases, it does not exceed 20%, as it is noticed, according to the disclosures, that out of 100 buildings, there is one apartment in every 20 buildings that have committed a violation.

Al-Azmi indicated that Article 4 of the hygiene regulation in force in the municipality is clear and explicit, and needs no explanation, especially as it states that “It is forbidden to hang laundry and carpets or any other things in the balcony, outdoors,  roads, squares, or public squares, with the intention of drying or aerate them, or for any other purpose”

Under the regulation, the fine will falls between KD100 dinars to KD300, but reconciliation is permissible.

The management teams carry out periodic campaigns and field tours, on a daily basis, to all areas, and in the event that any violation is detected, the inspector proves the case, and then writes a report of attendance, by informing the building janitor (haras). First-time violators are required to provide a pledge against violation, and if the violation is repeated, an immediate violation is issued against the tenant of the apartment.
