The Minister of Health, Dr. Ahmed Al-Awadi, confirmed that the Ministry has adhered to Civil Service Council Resolution No. 11 of 2017 for each of the specific functional groups of non-Kuwaiti employees working in the Ministry of Health which amounts to 38,549, including doctors and employees, and that it has implemented the Kuwaitization plan set over a period of five years, based on the data of the Civil Service Council, which included the termination of non-Kuwaiti employees. The minister also affirmed the Public Authority for Food and Nutrition’s full commitment to implement the replacement policy, in accordance with the decision of the CSC, a local news agency reported.

Al-Awadhi said that the number of non-Kuwaiti employees working in the Ministry of Health is 38,549, while there are 52 non-Kuwaiti employees in the authority on the second contract and 20 employees appointed on a contract for the use of their expertise. He added that the majority of non-Kuwaiti employees in the MoH occupy medical, technical and supportive health specialties, noting the great need for these workers in those specializations due to the expansions in modern hospital buildings and the increase in medical services.

The official pointed out that with regard to the administrative category several decisions were issued in the MoH during the last four fiscal years regarding the termination of the services of several non-Kuwaiti employees in the job groups covered by the replacement policy, in light of the percentages and numbers contained in the relevant data of the CSC.

Al-Awadi explained that the ministry addresses the CSC periodically to nominate its needs of citizen professionals, but often the number of applicants is much less than the actual need of the ministry in the required specializations. He also pointed out that the Authority has addressed the Bureau regarding its need for four holders of secretarial diploma qualifications and secretarial work from citizen applicants and those holding veterinary medicine certificates, which are registered in the central employment system.
