Kuwait University (KU) academics said on Thursday that the speech of His Highness the Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, delivered on his behalf by His Highness the Crown Prince Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, had set the clear roadmap for political and parliamentary reformations.

On September 29, the Kuwaiti people will be casting their vote to choose representatives at the National Assembly for its 17th legislative term, a task that should adhere to the tenets specified in the Amiri address delivered on June 22, 2022, academics said during interviews with KUNA.

Constitutional expert and professor at KU’s faculty of law Dr. Mohammad Al-Faili stated that the Kuwaiti citizens had viewed the address as an act that diagnosed the political problem and provided a solution to the parliamentary standstill.

The new government had adopted the Amiri address and it would be using it as a roadmap, a step requiring the dissolution of parliament and the call for elections to bring the legislative authority on board, he added. Dr. Al-Faili noted that the two new decrees allowing voting through the Civil ID Card and the inclusion of new districts into the five electoral constituencies were steps aimed at boosting transparency and streamlining the voting process.

He welcomed efforts to reinforce the rule of law and clamping down on an activity that would affect the voting.
