His Highness the Prime Minister, Sheikh Sabah Al-Khaled, chaired, in Bayan Palace yesterday, a meeting online regarding the right to access information law and its implementation rules, in the presence of the ministers and leaders from 75 government agencies.

His Highness the Prime Minister delivered a speech that reads as follows: “We are meeting today and specifically at this time to clarify the mechanisms and tools for implementing the law on the right to access information despite the government’s resignation and considering it an urgent matter. However, the importance of this law and its effective role in establishing the principle of promoting transparency and combating corruption. This is a positive step in the course of our efforts towards enhancing integrity and combating corruption, especially since the law enforcement requires us to communicate with officials to implement its provisions from leaders and stakeholders, and to ensure that all government agencies are prepared before the law comes into force on 3/7/2021.

Kuwait’s strategy to enhance integrity and combat corruption 2019/2024, launched by the late Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah , the late Amir of the State of Kuwait, may God rest his soul in peace, included a strategic goal of enhancing integrity and developing the efficiency of public services, as this was a priority by the State of Kuwait.

The law and its executive regulations underline steps and procedures containing specific conditions. All government officials where the state contributes to a percentage of more than 50 percent of their salaries are obligated to provide their information stated in the law. Violation of the implementation of the provisions of this law will invite penalties to include imprisonment for those who violate its provisions among government officials.

In conclusion, I can only invite all of you, and I call on all officials in government agencies and those addressing the provisions of this law to abide by the regulations it has provided for the balance between the right of access and the right to protect the privacy of individuals and the privacy of public information related to the supreme interests of the state and the duty to protect.
