The administrative structure of the government apparatus to keep pace with the rapid technical development and reduce the financial and administrative burdens, the steps to abolish government agencies or to integrate some sectors that have proven to be non-responsive, senior government sources said plans to cut down on the government administrative apparatus face difficulties when it comes to implementation of government plans in spite of repeatedly declaring the desire for development.

A local Arabic daily pointing sources, said the idea of merging sectors still exists since the government’s work program includes the focus of developing the administrative structure of the government apparatus although implementation may take a long time since there are no logical justifications.

The sources pointed to a number of legislative obstacles that prevented moving forward with plans to abolish or merge government agencies, noting that the presence of some agencies has become unnecessary as a result of the natural development of government work and the development witnessed by the world, in addition to the presence of multiple agencies that perform the same functional tasks, which requires their integration or canceling some of them, but cancellation and merger require legislative amendments that take a long time, because most of these bodies were established by laws or decrees.

The sources indicated that legislative obstacles prompted the Civil Service Bureau to present another vision to the Council of Ministers, to trim the government administrative apparatus, by restructuring government agencies, separately, by reducing and developing sectors within the government agency, pointing out that the proposal, which seemed closer to implementation, was accepted in principle, but the results are still intangible on the ground so far, and it is expected that these perceptions will face resistance from some administrative sectors in government agencies, especially since the vision includes proposals to cancel sectors entirely, or transfer them from one sector to an administration or section, under the umbrella of sectors other.

While government agencies seemed flabby due to the large number of administrative sectors and the great need for leaders, the sources indicated that there is an intention to make the number of sectors in each government agency from 4 to 6 only, taking into account the ministries that are larger in size and work, and under each sector, departments and sections that perform all tasks entrusted with the government agency, pointing out that this step would firstly slim the government agency separately and thus slim the government administrative apparatus as a whole, and secondly reduce the financial and administrative burdens on the state, due to the reduction of requirements for the existence of many separate administrative sectors in the regions.
