A daily reported that the Ministry of Interior issued instructions to permit expats to travel abroad without using their civil ID, as long as they have a valid residency, and the details are current, including that the name in the residence matches the name in their passport

This aims to facilitate the travel for expats, who have a valid residency and went through the usual processes for obtaining the civil card but were unable to do so due to the closure of the Public Authority for Civil Information (PACI). Kuwait suspended public services under a total curfew to contain the spread of the coronavirus, and only recently allowed Government offices to resume work with 30 per cent staff in the second phase of the return to normalcy plan

Airport security men have been instructed to allow expats with valid residency to pass through airport procedures with their passports only if they are without the civil ID.
