Minister of Health Dr. Khaled Al-Saeed has, for the first time in Kuwait, issued a decision to appoint heads of medical bodies in hospitals responsible for direct supervision of medical departments and departments of support and technical services, develop work protocols in the medical, support, and technical departments in cooperation with specialists in the hospital and other sectors of the ministry and submit periodic reports to the concerned departments in the ministry on the progress of work and obstacles and suggest solutions.

Al-Rai quoting sources said the heads of the medical authority will have to be specialized in publishing appointment decisions in their regard, as follows:

1 – Direct supervision of the medical departments and the departments of support and technical services (nursing, physiotherapy, pharmacy, laboratories in the hospital).
2 – Evaluating performance efficiency and applying accreditation and quality standards in those departments
3 – Develop work protocols in these departments in cooperation with specialists in the hospital and other sectors of the Ministry.
4 – Determining annual and continuing needs in manpower, equipment and supplies and consumables and medicines, and coordinating with all concerned authorities in the Ministry to provide these requirements according to the rules and regulations.
5 – Forming a committee to develop technical work and measure the satisfaction index of service recipients of the auditors and develop solutions to avoid the comments received from the service recipients.
6 – Representing the hospital in all technical committees related to the work of the head of the medical staff in the ministry
7 – Submitting periodic reports to the concerned departments in the ministry on the progress of work, obstacles and proposing solutions
8 – Develop a continuous training program for all employees in the departments and coordinate with the competent authorities in the Ministry to implement them and submit reports to the competent authorities on the results of these programs.
9 – Participating with the relevant sectors and departments in the ministry to develop a vision for improving the work environment, raise the level of job satisfaction, review the technical, financial, and administrative cadres of employees and submit observations and recommendations to the concerned departments in the Ministry.
10 – Submitting the names of the candidates for the position of head of the department to the concerned authorities in the ministry immediately upon request.
11 – The head of the medical staff in the hospital chairs the committee concerned with selecting medical unit heads and support
12 – The head of the medical authority is responsible for approving all correspondences to all parties within the specialization of this job.
13 – The head of the medical staff shall replace the hospital director if he is on leave.

The decision obligates, in its second article, that the head of the medical authority submits a periodic report with recommendations and results of work every three months to the Undersecretary of the Ministry to present it to the Minister of Health.

Dr. Jamal Al-Fadhli – Chest Diseases Hospital
