As per an announcement from the Ministry of the Interior, according to which all foreign individuals planning to depart the country, regardless of the reason, are required to settle any outstanding traffic violations attributed to them before their departure is grounded in legal validity and has obtained approval from the Fatwa and Legislation Department. It is highlighted that this obligation for foreign travelers to pay fines doesn’t necessitate new laws or regulations..

Sources within the security apparatus informed Al-Rai that this this procedure had previously been applied to vehicles and has now been extended to individuals. This directive encompasses Gulf nationals as well as individuals of all nationalities, except for citizens and bedoun.

This exception is logical, given that citizens and illegal residents are anticipated to return to the country. On the contrary, there is no certainty regarding the return of other foreign travelers, resulting in a considerable loss of revenue from unpaid fines.

The sources disclosed that around 4 million violations are recorded annually, with approximately 2.5 million of these violations involving non-citizens, amassing a total value of around 50 million dinars. This new measure is projected to ensure the collection of state funds that were previously uncollected due to the departure of many foreign individuals who didn’t return to the country.

To enforce this measure consistently, the General Traffic Department has established dedicated units staffed by officers and personnel to manage the collection of traffic violations at land, sea, and air ports, including the Kuwait International Airport.

The Ministry of the Interior has clarified that this move is a continuation of efforts to secure the collection of owed debts, in line with Decree No. 17 of 1959 regarding the Residence of Foreigners Law and Decree Law No. 67 of 1976 related to traffic.
