Engineer Saud Al-Dabbous, the Director of Kuwait Municipality, has affirmed that the municipality welcomes the participation of foreign companies in the bidding process for investment billboards.

The Al-Rai daily has learned that this aligns with the stipulations outlined in the qualification brochure and Ministry of Finance Circular 1 of 2023. However, he emphasized the necessity for such companies to have a local agent.

Responding to a query from Municipal Council member Dr. Hassan Kamal regarding the enforcement of advertising regulations, Al-Dabbous highlighted that there is a total of 30 licensed television screens across all governorates. He clarified that the advertising licensing procedure involves the interested party submitting applications along with official documents.

Furthermore, Al-Dabbous specified that these screens should be located on commercial and industrial buildings, on the roofs of main buildings without annexes, and on the structures of central markets for cooperative societies.

Addressing the issue of electoral advertisements, he stated that such content is considered within the scope of permitted content in advertising auction contracts. However, he emphasized the obligation to refrain from publishing anything inconsistent with public morals in the advertising material.

Although these advertisements fall under the category of commercial advertisements, this classification does not conflict with the regulations outlined for election advertisements, whether based on location or quantity.

Al-Dabbous clarified that the provision of electricity for street advertising and television advertisements is facilitated through the Ministry of Electricity and Water. The calculation of electrical consumption is conducted in accordance with the established procedures and systems of the ministry.
