The Acting Director of the General Administration of Customs, Suleiman Al-Fahad, has issued instructions to all department on mechanisms to deal with the seizures related to smuggling of petroleum derivatives.
According to a local Arabic daily, the decision states in order to facilitate customs procedures, cases of smuggling petroleum derivatives, including diesel, are dealt with as follows:
1 – Preparing a detailed seizure report attached to the letter of the Kuwait Petroleum Corporation and all documents related to this matter.
2 – Notifying the concerned parties of the violation by means of a written notification through the competent department, and a fine of 50% of the value of the goods will be imposed.
3 – The Director of the Customs Department or his representative shall be authorized to impose the fines, while accepting the request for conciliatory settlement from the concerned parties, and notifying the Legal Affairs about the issue within 72 hours from the issuance of the report.
4 – In the event that the stakeholders do not wish to conclude a conciliatory settlement or complain about the fine, the matter with all its attachments is referred to the Legal Affairs Department for necessary action.
If the stakeholders or their representatives fail to pay the fine after 15 days from the date of notification, the matter is referred to the Legal Affairs Department to take the necessary action.
