The Al-Qabas daily quoting informed insiders sources said a multitude of observations have been garnered regarding the conditions outlined in the recent circular issued by the Civil Service Commission to government establishments.

Conversely, following the decision made by the CSC to exempt graduates from distinguished universities from the announcement, role, and priority list within the central employment system, an analysis conducted by the daily regarding the compilation of exceptional scholarships at the Ministry of Higher Education has uncovered over 75 distinguished universities offering Bachelor degree programs across four countries — the United States, Canada, New Zealand, and Ireland, in accordance with the regulations set in place.

The regulatory framework governing higher education with respect to these esteemed universities has identified approximately 60 universities in the United States, four in Canada, eight in New Zealand, and two in Ireland. Additional universities from various nations have also been considered.

Furthermore, the Official Gazette, “Kuwait Al-Youm,” has published a directive from the CSC concerning the status of graduates from prestigious universities. This category is treated as a special classification within the registration and nomination mechanism for government agency positions throughout the year.

This mechanism operates under the aegis of the CSC and is based on the selection of these graduates as per the guidelines ratified by the Ministry of Higher Education. The CSC has also stipulated the upper limit for the number of universities encompassed by this exemption.

In a related context, a source has disclosed that the decision regarding graduates from distinguished universities will have the consequence of positioning graduates from local institutions — particularly Kuwait University and the Public Authority for Applied Education and Training — toward the end of the roster of registered Bachelor degree holders.

This source elaborated that this measure would grant preference to graduates from those universities, the majority of whom are likely to be students holding scholarships abroad, offering them the opportunity for employment ahead of those enrolled in local universities and applied training programs.
