DGCA issued a circular on July 29th explaining the new travel policy of Kuwait. The circular is effective from August 1st and supersedes all previous Kuwait Travel circulars.
According to the circular following passengers would not be allowed to board flights to Kuwait-
- Passengers showing any symptoms of COVID-19 (High Temperature/Cold/Cough/
Sneezing etc.) should not be accepted on the flight to Kuwait. - Residents permit holders overstayed outside Kuwait.
- Persons who exited the State of Kuwait on/before Aug 31, 2019, are not permitted to enter the State of Kuwait even though in possession of a valid residence.
The circular also noted that no visa on arrival facility is available at Kuwait International Airport. Terminal to Terminal transit is also not allowed at KWI. Only KU to KU (within Terminal – 4) is allowed. No additional requirements for transit passengers.
Persons who exited the State of Kuwait on/after Sept 01, 2019, are permitted to enter Kuwait, provided if they own a valid resident permit/visa.
Screenshots/printouts/photos of IMMUNE or Kuwait Mobile ID application should not be honored. It should be verified using the application from the passenger’s smartphone.
Non-Kuwaiti passengers with a valid visa are allowed to enter provided they have not been in the following countries India, Pakistan, Nepal, Bangladesh, and Sri Lanka in the last 14 days before the date of arrival to Kuwait.
Vaccination-
For vaccination administered outside the State of Kuwait must be uploaded to the following Kuwait MoH website:

Following vaccines are approved by the State of Kuwait;
1. Two doses of Pfizer BioNTech Vaccine.
2. Two doses of AstraZeneca/Oxford Vaccine.
3. Two doses of Moderna Vaccine.
4. One dose of Johnson & Johnson Vaccine.

BelSalamah package is exclusively for Article-20 passengers. This package covers their entire entry requirements into KWI such as quarantine and arrival PCR test charges.
Travel requirements for Kuwaiti Citizens, Non-Kuwaiti first-degree relatives of Kuwaiti citizens with valid residence/visa, Accompanied domestic workers of above with valid residence/visa
Above passengers are allowed to enter as follows-
If Vaccinated-
Who is vaccinated- Fully vaccinated within the State of Kuwait and GREEN status in Kuwait Mobile ID application or Immune application. Fully vaccinated with Kuwait approved vaccination outside the State of Kuwait, provided that they have uploaded the certificate in Kuwait MoH website and complete the registration with (Shlonak) application and (Kuwait-Mosafer) Accordingly reflect GREEN status in Kuwait Mobile ID application or Immune application.
Vaccination must be proven before boarding the flight and upon arrival through the verification (QR-Code) certificate issued from the (immune) application of the State of Kuwait.

It is mandatory to match all the details (Civil ID number / Passport Number and Name of the passenger with the IMMUNE application.

The passengers must carry a Negative RT-PCR (swab) test valid 72 hours from the time/date of the test to the time of acceptance on the flight obtained from a local government accredited lab. Although this does not apply to children below 6 years old.

Passengers would be subjected to 7 days home quarantine. They can end the quarantine by performing one PCR test (at their own cost) in the State of Kuwait.
If not vaccinated-
Who is not vaccinated- Non-vaccinated passengers. Passenger status as RED in Kuwait Mobile ID application or IMMUNE application.

These passengers must carry a negative RT-PCR (swab) test valid 72 hours from the time/date of the test to the time of acceptance on the flight obtained from a local government accredited lab. This does not apply to children below 6 years old.

Complete registration in the SHLONIK application

Complete registration in the Kuwait Mosafer platform according to the flight number and date.

Pay for 2 PCR tests (for arrival) using Kuwait Mosafer platform (40KWD for 2 tests)

7 days Institutional Hotel Quarantine package using KM platform in one of the designated hotels.
This does not apply to:
- Kuwaiti patients treated abroad and their companions after completing their treatment provided proof of certificate issued by Kuwait Health Office abroad where the treatment in received.
- Kuwaiti diplomats, their accompanied or unaccompanied first-degree relatives (husband/wife/children), and their accompanied domestic workers.
- Minors (below 16 years) traveling unaccompanied.
- Pregnant women provided a certificate for proof of their pregnancy issued approved by the Kuwait MoH.
- Medical Professional working in Public or Private Sectors by providing proof.
The exempted category will be subject to 7 days of home quarantine.
Kuwaiti citizens and their first-degree relatives (husband-wife – children) and their domestic workers whom yellow color appears in the application (immune / Kuwait mobile ID) to complete the registration with (Shlonak) application and (Kuwait-Mosafer) platform, then home quarantine will be applied for one week from the date of their arrival in the State of Kuwait.
And if they wish they wish to end the quarantine, they must conduct one PCR test in the State of Kuwait during the quarantine period, if the result proven is free from the Coronavirus, then the scheduled quarantine period will be ended.
Kuwaiti citizens and their first-degree relatives (husband-wife – children) and their domestic workers who received the vaccine outside the State of Kuwait from the non-approved vaccines in the state of Kuwait mentioned = will be treated as non immunized and they should complete the registration with (Shlonak) application and the (Kuwait-Mosafer) platform and must pay for two PCR tests, one upon arrival in the State of Kuwait and the other on the sixth day from the institutional quarantine, also they must pay the value of their stay for (7) days during the institutional quarantine at one of the approved local hotels mentioned on the (Kuwait-Mosafer) platform and if proven they are free fromnCorona virus, then home quarantine will be continued for another (7) days. except for the institutional quarantine to the categories mentioned above.
Travel requirements for Non-Kuwaiti passengers with valid visas/residence are allowed to enter as follows-
Only vaccinated passengers are allowed to enter.
Who is vaccinate- Fully vaccinated within the State of Kuwait and GREEN status in Kuwait Mobile ID application or Immune application.
Or
Fully vaccinated with Kuwait approved vaccination outside the State of Kuwait, provided that they have uploaded the certificate in Kuwait MoH website and the same has been approved by Kuwait MoH: Accordingly reflect GREEN status in Kuwait Mobile ID application or Immune application.
Non-immunized minors (below 16 years) are allowed to travel provided only if they are traveling with (accompanied by) immunized parents.

This restriction does not apply to Passengers with exceptional entry approval issued by the Kuwait Council of Ministers – such approval must be verified before acceptance with the CJ team.
But exceptions must also have a negative RT-PCR (swab) test valid 72 hours from the time/date of the test to the time of acceptance on the flight obtained from a local government accredited lab. This does not apply to children below 6 years old.
They must complete registration in the SHLONIK application and complete registration in the KM platform according to the flight number and date. Pay for 2 PCR tests (for arrival) using KM platform (40KWD for 2 tests)
Secure 7 days Institutional Hotel Quarantine package using KM platform in one of the designated hotels.
Travel requirements for Non-immunized domestic workers (Article-20) holding valid visa/residence in Kuwait traveling through BelSalamah package can enter Kuwait provided they are not been to the following countries in the last 14 days before the date of arrival at the State of Kuwait -Bangladesh, India, Nepal, Pakistan, and Sri Lanka

These passengers must carry a Negative RT-PCR (swab) test valid 72 hours from the time/date of the test to the time of acceptance on the flight obtained from an accredited laboratory listed in the Medical Utility Network Accreditor [MUNA] system. MUNA accredited lab list is available in the KM passenger platform.
