The Council of Ministers has initially approved the government’s work program for 2022-2026, and decided to refer the Audit Bureau’s report on the implementation of the budgets of the government institutions covered by its financial control and their final accounts for fiscal year 2021-2022, to the government performance follow-up agency.
The Council also expressed its full support for the Central Agency for Resolving the Status of Illegal Residents, and the officials in charge of it, stressing that achieving a comprehensive radical solution to this issue requires everyone to cooperate with the agency.
This came in the weekly meeting held by the Council of Ministers, yesterday, at Seif Palace, headed by His Highness Sheikh Ahmed Nawaf Al-Ahmad Al-Sabah, Prime Minister.
The Cabinet discussed the draft government work program 2022-2026, and decided in principle to approve the program while assigning the program preparation committee, after taking notes, to submit the final version of it within two weeks to the Council of Ministers for approval, in preparation for its referral to the National Assembly, in accordance with the provisions of Article (98) of the Constitution. .
The Council of Ministers also reviewed the report of the Audit Bureau on the implementation of the budgets of the entities covered by its financial control and their final accounts for the fiscal year 2021-2022, based on the provisions of Article (151) of the Constitution of the State of Kuwait and in accordance with the provisions of Articles (21 and 22) of the Law establishing the State Audit Bureau. No. (30) of 1964 and its amendments.
In this regard, the Council of Ministers listened to an explanation given by the Acting President of the Audit Bureau, Adel Al-Sara’awi, and a number of the Bureau officials on the SAB annual report, which consists of two main sections.
The main sections include preserving public money and analyzing the financial statements of the entities covered by the Audit Bureau, the most important observations and phenomena that the Bureau monitors through its oversight as a result of cooperation and coordination with the entities covered by oversight.
The next is the final review of the implementation of the budgets of affiliates and companies, their final accounts and procedures.
The Council of Ministers praised the efforts made in preparing the report, and the important and clear oversight role played by the President of the Audit Bureau and all its employees in preserving public money, stressing that the government pays great attention to the Bureau’s reports to assist it in addressing observations.
The Council of Ministers decided to refer the report to the Government Performance Follow-up Committee to coordinate with the relevant government agencies and work on the recommendations and observations made in the report and take the necessary measures to prevent their recurrence.
In light of what was recently published about the Central Apparatus for Illegal Residents’ Status, and the officials in charge of it, the Council of Ministers expressed its appreciation for the tireless efforts and outstanding achievements made by the apparatus in order to accomplish the tasks and duties entrusted to it, and for the services it provided to help bedoun live a decent life.

The Cabinet also affirmed its full confidence and support for the head of the central apparatus, Mr. Saleh Al-Fadala, and his men working in the apparatus, expressing sincere thanks and appreciation for their sincere efforts to achieve a comprehensive radical solution to this issue, which requires everyone to cooperate with the apparatus and provide assistance in carrying out its national duties and responsibilities.
Then the Cabinet was informed of the recommendation contained in the minutes of the meeting of the Economic Affairs Committee regarding the first report of the Higher Committee for the Governance of the Sovereign Credit Rating of the State of Kuwait, which includes the Committee’s vision to improve the country’s sovereign credit rating.
Meanwhile, at the outset of the meeting, the Council of Ministers listened to an explanation by the Deputy Prime Minister and Minister of Oil, Dr. Badr Al-Mulla, and the Minister of Foreign Affairs, Sheikh Salem Abdullah Al-Jaber Al-Sabah, on the results of the participation of His Highness, Crown Prince Sheikh Mishaal Al-Ahmad, representing His Highness the Amir, to the summit of world leaders for the twenty-seventh Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) and the Green Middle East Initiative Summit in its second edition, which were held in Sharm El-Sheikh in the sisterly Arab Republic of Egypt last Monday, and on the most prominent topics that were raised and discussed to mitigate the repercussions of climate change and adaptation.
The Council also took note of the content of the speech of the State of Kuwait delivered by His Highness the Crown Prince, in which he affirmed the commitment of the State of Kuwait to the Gulf, regional and international decisions and initiatives concerned with the environment and the standards of cooperation with the United Nations in implementing its environmental projects.
In his speech HH the Crown Prince talked about what the State of Kuwait has done in setting well-studied and direct plans in the implementation of several environmental projects such as (the environmental fuel project, the Al-Zour International Refinery, the sulfur handling project and the fifth gas pipeline project).
His Highness also affirmed the endeavor of the State of Kuwait to carry out promising projects through the Green Middle East Initiative to increase green areas through afforestation, increase vegetation cover, establish natural reserves and interest in eco-tourism.
The Cabinet commended the fruitful efforts made by the representative of His Highness, His Highness the Crown Prince, the leaders of countries and heads of delegations participating in the two summits, which resulted in positive results that would support international cooperation to address the climate phenomenon and save the planet from the negative effects of climate change, for a better, more sustainable and secure life for the peoples of the world and for their future generations.
The First Deputy Prime Minister and Minister of Interior Sheikh Talal Al-Khaled Al-Khaled informed the Cabinet of the results of his participation in the thirty-ninth meeting of the interior ministers of the Gulf Cooperation Council, which was held in Riyadh, the sisterly Kingdom of Saudi Arabia recently, during which they discussed a number of common security issues, and ways to enhance security cooperation.
He supported joint cooperation in the security fields, praising the good organization and generous sponsorship provided by the sisterly Kingdom of Saudi Arabia to the work of this meeting, expressing great appreciation for the generous hospitality and warm welcome accorded to all participating delegations.
On the occasion of the imminent launch of the 2022 FIFA World Cup in the sisterly State of Qatar on the twentieth of this month, the Council of Ministers affirmed that the State of Kuwait expresses its support to the sisterly State of Qatar in hosting this great global sports gathering.
It is also putting all its capabilities at the disposal of Qatar to make this global event a success, as it is the first World Cup to be held in the region and the Arab world.
The State of Kuwait also praised the distinguished preparations, arrangements and efforts made by the sisterly State of Qatar to make this great event a success, which is happening under the wise leadership of Amir Sheikh Tamim bin Hamad Al Thani.
The Council of Ministers also discussed the affairs of the National Assembly, and in this regard was briefed on the topics listed on the agenda of the upcoming National Assembly session.
The Council also discussed political affairs in light of the latest developments on the Arab and international arenas.
On the occasion of the 52nd anniversary of the National Day of the sisterly Sultanate of Oman, which falls next Friday, the Council of Ministers extended its congratulations sincere wishes to His Majesty Sultan Haitham bin Tariq, Sultan of Oman and to the brotherly Omani people, praising the great achievements made by the Sultanate towards progress and prosperity.
Meanwhile, the Cabinet expressed Kuwait’s condemnation and denunciation of the terrorist attack carried out by Houthi militia on the commercial port of Qena in Shabwa Governorate in the sisterly Republic of Yemen in violation of international covenants, and called on the international community to move quickly to stop these attacks.
