The Council of Ministers has approved the amnesty decree during the extraordinary meeting held Sunday evening, stressing that the government is confident that this step will create the atmosphere of fruitful cooperation between the legislative and executive authorities in accordance with the constitutional foundations and remove all obstacles that would disrupt development and achievement and create an atmosphere conducive to working as a team in the best interests of the country and the citizens.

Following the meeting, the Council explained in light of the directives of His Highness the Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah to hold a dialogue between the legislative and executive authorities to unify efforts, enhance cooperation, and direct all energies and capabilities to serve the country and citizens, reject differences and overcome the obstacles that lead to the disruption of the National Assembly sessions.

In the context of His Highness’s mandate to the heads of the legislative and executive authorities and the Supreme Judicial Council to propose the terms and conditions of the amnesty, the Prime Minister, His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah briefed the Cabinet at the beginning of the meeting on the first report on the terms and conditions of the amnesty and the meeting of His Highness the Amir with the three presidents.

Al-Khaled also briefed the Council on the letter received from the Minister of Amiri Diwan Affairs Sheikh Muhammad Abdullah regarding the aforementioned report, and since His Highness the Amir has full constitutional and legal powers to take what he deems appropriate regarding pardoning those who have been sentenced in the manner assessed by the Amir’s high will.

With his wise political vision, the Amir decided to honor a lofty initiative, using his constitutional powers, by pardoning some of the people of Kuwait who have been sentenced, and in implementation of the lofty directives, the Cabinet approved the necessary draft decrees in preparation for their submission to His Highness the Amir based on Article ( 75) of the Constitution.

The Council of Ministers expressed its deep thanks and appreciation for this generous patriarchal gift from His Highness the Emir and his Crown Prince, in order to consolidate the values ​​of tolerance and transcendence built upon by the people of Kuwait.

The Council also expressed its deep thanks to the Speaker of the National Assembly, the President of the Supreme Judicial Council and members of the National Assembly for their blessed efforts, and to everyone who sought and contributed to translating the directives of His Highness the Amir.

The Council affirmed that it is confident that this step will create the atmosphere towards fruitful cooperation between the legislative and executive authorities in accordance with the constitutional foundations, remove all obstacles that may hinder development and achievement, and create an atmosphere for both sides to work as a team to advance everything that is in the interest of the country and the citizen.

A ministerial source had told Al-Rai earlier that “the extraordinary meeting of the government was discussing the first report prepared following the national dialogue sessions and it was likely a decree pardoning a number of citizens was presented to the Cabinet.”
