High-ranking government sources said the Cabinet has decided to exempt the ministries of health, education, higher education and Kuwait Institute for Scientific Research from the requirement of a valid security card to complete the transactions of bedoun residing illegally in the country.
Local Arabic daily quoting sources said, that the Council of Ministers issued its decision at its meeting on Sept 22 which is effective from the day it was issued and valid for three months.
