According to ‘Express’ consultant and business administration expert a study shows the necessity of emphasizing the pioneering role of the State of Kuwait in the region, and reorienting its production sources to keep pace with change that the world is witnessing today, especially in light of the rapidly evolving technology.

It is necessary to raise the operational efficiency in the public sector to keep pace with the private sector, and to achieve the highest degree of integration in achieving the goals of the state institutions for which it came.

Expert says at the moment there are about 75 public institutions which have the resources and capabilities to achieve the goals for which they came into being. About 587 strategic goals were identified for each of these institutions, which in turn will contribute to building the new Kuwait and achieving the strategic vision for 2035, noting that these general goals can be achieved through a commitment to implement about 270 principles of work and institutional values.

In this context, the Express CEO Nayef Bastaki says that despite the modest results achieved during the past decade, there are still 13 years to achieve this vision, which can be reached on conditions, including a real desire for change, and a belief in Full of those set goals, in addition to real serious work for the renaissance of the country.

Bastaki pointed out that despite the availability of financial resources for state institutions and agencies, they need coordination and arrangement among them to achieve integration in the institutional process and achieve the strategic goals.

Here is how the desired results can be achieved more comprehensively:

1 – Senior officers should be chosen on the basis of full faith in the institutional work and the additions it will achieve.

2 – Relying on young people to take over the leadership and administrative tasks of the institutions.

3 – Re-formulation of the strategic work, so that it is integrated with the rest of the other public sector institutions.

4 – Clearly distribute roles and tasks, with no conflict.

5 – Lay emphasis on the principle of separation of roles and responsibilities with its continuous cooperation.

6 – Lay emphasis on the role of the Cabinet Office in pushing towards the general goals of all institutions in the state in an integrated manner.

7 – Follow up the performance in an accurate and continuous.

8 – Activation of the accounting tool, and immediate change in the event of default.

9 – Restructuring of some public institutions in the country, by adding more of them or canceling or merging others in order to achieve the public interest.
