New regulations unveiled for safe and sustainable spring camping in Kuwait

The Acting Director General of the Municipality, Eng. Manal Al-Asfour, issued a circular regarding the organization of spring camps for the 2024-2025 season, which included many controls.

Al-Asfour called on all sectors and branches of the Municipality in the governorates, to adhere to, and abide by the controls and requirements and not to allow camps to be set up in locations other than those specified and announced by the municipality and in accordance with the following conditions:

  • The applicant must not be less than 21 years old.
  •  It is not permissible to issue more than one license in the name of one person.
  • The area specified for each license is a maximum of one thousand meters.
  • Applicant must pay the fees due to the Municipality, amounting to 50 dinars, which will not be refunded.
  • Applicant must pay 100 dinars as a temporary insurance, and procedures will be taken to recover it after the end of the camping season and after the approval of the Public Environment Authority.
  • The insurance amount and fees are paid in one payment via (Kent), provided that the Municipality’s Financial Affairs Department deducts an amount of 50 dinars as fees, for the Municipality, and returns the insurance amount according to the established procedures.
  • The license issued by the Municipality is a temporary license, and it may cancel or modify the licensed site at any time without the Municipality incurring any obligations towards the license holder or third parties and without giving any reasons.
  • The license applicant must inspect the site in person and ensure that it is free of any obstacles before making the reservation. The Municipality disclaims any responsibility for any errors made by the license holder towards third parties.
  • The license applicant is obligated to choose the site from among the sites specified by the Municipality in the electronic licensing system for camping sites, to avoid legal accountability, penalties and financial fines.
  • The temporary license holder is obligated to notify the Municipality, the licensing authority, to vacate the licensed site within the specified period for evacuation.

Furthermore, Al-Asfour specified the conditions that must be followed to license a spring camp for government agencies, ministries, organizations, public benefit associations and those in a similar position. As ministries, government institutions and those in a similar position are allowed one site for each entity, provided that it does not exceed 5,000 square meters.

The conditions include leaving a distance of 100 metres between each camp and the next, and adherence to the decisions issued by the Ministry of Interior regarding maintaining public order and following traffic laws.

The license applicant is obligated to maintain the rules of public morality and not to violate public taste or societal traditions and customs when using the camp.
