New decree streamlines judicial expertise system and adopts modern technology

Decree-Law No. 149 of 2025, amending the Law Regulating Expertise (Decree-Law No. 40 of 1980), introduces two key reforms: the abolition of the Council of Expert Affairs within the General Administration of Experts and the transfer of its powers to the Head of the General Administration of Experts. It also promotes the use of modern technology in judicial procedures.
According to the explanatory memorandum published in the official gazette Kuwait Alyawm, the previous system created unnecessary administrative overlap and slowed decision-making. The Council, which included senior judges and administrators, lacked the capacity for full-time planning and technical oversight, leading to inefficiency.
The new decree aims to simplify the organizational structure, unify administrative oversight, and strengthen technical management by empowering the Head of the General Administration of Experts to directly oversee the sector under the supervision of the Minister of Justice.
The reform also emphasizes the adoption of digital tools to improve judicial processes and the work of experts, ensuring greater efficiency, transparency, and alignment with modern standards of justice administration.
