Ministry of Public Works takes over Mubarak Al-Kabeer Port project

The Council of Ministers has decided to transfer the responsibility for completing the project to the ministry as the implementing authority, replacing the Silk City Development Agency and Boubyan Island.

The Council of Ministers has tasked the Ministry of Foreign Affairs with coordinating with the Fatwa and Legislation Department to determine the legal tool for transferring the Mubarak Al-Kabeer Port project to the Ministry of Public Works.

The Council of Ministers has decided to transfer the responsibility for completing the Mubarak Al-Kabeer Port project to the Ministry of Public Works, designating it as the implementing authority instead of the Silk City Development Agency and Boubyan Island, the Al Qabas newspaper reported.

According to a letter obtained by Al-Qabas and addressed to Abdullatif Al-Mishari, Minister of State for Municipal Affairs and Housing Affairs, the decision follows several prior resolutions aimed at streamlining the projects execution.

On September 26, 2022, the council assigned the Silk City Development Agency and Boubyan Island to oversee, manage, and operate the project in coordination with the Ministry of Public Works. The goal was to address obstacles, expedite procedures, and align construction schedules with the port’s operating plan.

Subsequent decisions included appointing the Deputy Prime Minister and Minister of State for Economic Affairs and Investment to supervise the project’s executive and construction work on July 17, 2023, and approving, in principle, a request on October 17, 2024, for the Ministry of Public Works to proceed with signing a protocol to amend the memorandum of understanding with China regarding cooperation on the port project. This process will involve coordination with the Ministry of Foreign Affairs and the Fatwa and Legislation Department.

The council stated that it reviewed, during its meeting held on November 6, 2024, a letter from the Ministry of Foreign Affairs outlining the ministry’s request for the following:

  • Transferring responsibility for implementing the completion of the Mubarak Al-Kabeer Port project to the Ministry of Public Works as the implementing entity, instead of the Silk City Development Authority and Boubyan Island.
  • Assigning the role of contact point to the Committee for follow-up of the executive position of agreements and memorandums of understanding signed between the Governments of Kuwait and China, replacing the Silk City Development Authority and Boubyan Island.

In conclusion, the Council of Ministers issued the following decisions:

  1. Approved transferring the authority to implement the completion of the Mubarak Al-Kabeer Port project to the Ministry of Public Works as the implementing authority, replacing the Silk City Development Authority and Boubyan Island.
  2. Approved transferring the role of contact point to the Committee for Follow-up of the Executive Position of Agreements and Memorandums of Understanding signed between the governments of Kuwait and China, replacing the Silk City Development Authority and Boubyan Island.
  3. Assigned the Ministry of Foreign Affairs to coordinate with the Fatwa and Legislation Department to identify the necessary legal tool for implementing this decision.
