MCI clarifies new rules for subsidized building materials not retroactive

The Ministry of Commerce and Industry has confirmed that the amended rules governing the distribution and pricing of subsidized building materials will not be applied retroactively, providing clarity on how the new provisions affect existing replacement cases.

The ministry said Ministerial Resolution No. 166 of 2026, which amends Ministerial Resolution No. 222 of 2024 concerning the regulatory rules for dispensing subsidized building materials and reducing their prices, remains valid and in force.
The ministry stressed that the resolution is being implemented in accordance with its provisions and that no decision has been issued to suspend or halt its implementation.

The amended provisions apply to cases and procedures carried out from August 17, 2026, the ministry said.
However, replacement cases completed before that date will continue to be governed by the rules and procedures that were in force when those cases were completed. The ministry emphasized that the amended resolution does not have any retroactive effect.

The ministry also urged beneficiaries and relevant parties to comply with the regulations and procedures governing the distribution of subsidized building materials in accordance with the resolution and its amendments.
