Kuwait to incorporate sign language across Ministry of Social Affairs services

Minister of Social Affairs, Family and Childhood Affairs, Dr. Amthal Al-Huwailah, announced the integration of sign language into the operations of the Ministry of Social Affairs and its affiliated institutions.
She emphasized that this decision stems from Kuwait’s national, social, moral, and international responsibilities, and that oversight of this initiative falls under her direct mandate as Minister, reports Al-Jarida daily.
In a press statement delivered during a sign language training course organized as part of the Ministry’s employee development plan, Al-Huwailah stated that the program is designed to ensure that both hearing-impaired staff and visitors can communicate effectively and access services with ease.
“Government entities must embrace this culture, and it is vital that Kuwaiti society as a whole adopts it. Kuwait has already shown leadership in this area, particularly through the implementation of Law No. 8/2010 on the Rights of Persons with Disabilities. Every article of that law must be actively enforced,” she added.
Al-Huwailah emphasized that the current training will not be the last, underscoring that such initiatives are part of a broader national and ethical commitment to inclusivity.
“Our obligations — both moral and international — require us to build a communication bridge with the deaf community. Sign language is essential for all of us, whether in professional settings or personal interactions with individuals who are hearing impaired. Advanced nations are prioritizing this type of inclusive service, and so must we,” she said.
She also announced the launch of the Kuwaiti Disability Guide, scheduled for release tomorrow. This comprehensive reference meets international standards and fulfills a key requirement of Law No. 8/2010.
The guide aims to enhance public awareness and knowledge on all matters related to persons with disabilities, supporting integration and empowerment within society.
