Kuwait tightens safety and regulatory measures ahead of Muharram commemorations
Interior Ministry leads multi-agency plan to ensure safe Muharram across Kuwait; reaffirms security, safety for upcoming religious gatherings

Major General Hamad Ahmed Al-Munaifi, Head of the Security Directorates Sector, chaired a coordination meeting with officials and representatives of Hussainiyas, in the presence of representatives from the Kuwait Fire Force, the Kuwait Municipality, the Ministry of Electricity, Water and Renewable Energy, and the Medical Emergency Department at the Ministry of Health, to discuss preparations for the upcoming month of Muharram.
At the outset of the meeting, Major General Al-Munaifi conveyed the greetings of First Deputy Prime Minister and Minister of Interior Sheikh Fahd Yousef Saud Al-Sabah to the attendees, reaffirming the Ministry of Interior’s commitment to mobilizing all necessary resources to ensure a safe and well-organized environment for the observance of religious rituals.
He also praised the level of coordination and cooperation between the relevant authorities and those in charge of Hussainiyas.
The meeting reviewed a set of regulatory guidelines governing activities at Hussainiyas, stressing the importance of compliance with approved regulations, including the prohibition of raising banners or flags outside Hussainiya premises.
It was also emphasized that cooking activities should be restricted to designated school facilities in line with safety and security requirements.
Participants were further urged to regulate attendance within Hussainiya premises, adhere strictly to security instructions, and strengthen cooperation with Ministry of Interior personnel deployed on site.
The meeting also underlined that donations must be collected exclusively through official channels approved by the Ministry of Social Affairs, in order to ensure transparency and maintain public order.
The Ministry of Interior reaffirmed its continued coordination with all relevant authorities, stressing its commitment to utilizing all available capabilities to safeguard security and public safety, and to facilitate the smooth and orderly observance of religious rituals during Muharram.
