Kuwait issues resolution on scientific methods in citizenship decisions

The Ministerial Resolution No. 678 of 2025, issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef, outlines the principles and regulations for using modern scientific methods—including DNA and biometric analysis—in decisions to grant, withdraw, revoke, or confirm the Kuwaiti citizenship.

The following are the points of the resolution as reported by the Al-Rai daily.
• Scientific Tools: DNA analysis, biometric data (fingerprints, facial recognition, iris scans), and other modern technologies may be used to determine eligibility for citizenship.

• Mandatory Testing: Individuals under review must undergo genetic and biometric testing. The Ministry of Interior will designate certified centers for conducting such analyses.

• Data Confidentiality: All personal and genetic data must be handled with strict confidentiality, with full documentation of every step in the testing process.

• Legal Safeguards: Tests must be carried out by approved professionals with no personal ties to the individuals involved. The results will be evaluated by the General Department of Criminal Evidence and the Nationality Department, with final recommendations submitted to the Supreme Committee for Nationality.

• Permissible Samples: DNA can be extracted from blood, saliva, hair, bone, urine, and other biological materials.

• Oversight and Supervision: The Ministry of Interior may involve experts from the Ministry of Health or other authorities to ensure proper procedures are followed.
The resolution comes into effect following its publication in the official gazette Kuwait Alyawm.
