Kuwait has expanded the framework of its commercial activities with the introduction of seven new business activities, including sea taxi services and the delivery of consumer orders by sea, as part of efforts to broaden opportunities within the country’s maritime and service sectors.
Minister of State for Economic Affairs and Investment and Acting Minister of Commerce and Industry Abdulaziz Al-Marzouq issued Ministerial Resolution No. 184 of 2026 introducing the activities within the framework of the unified guide for classifying economic activities in GCC countries.
The newly approved activities include sea taxi services, under international classification code 501101, and marine exercises and training, classified under code 854900.
The list also covers the sale and delivery of consumer orders by sea (479900), potentially opening a formal commercial framework for maritime delivery services.
Other new activities are floating recreational activities (932906), advertising display services in marine areas (731001), and general marine repair and maintenance services (331509).
The seventh activity covers the manufacture of automated movable shading systems using aluminum and tensioned fabrics, classified under code 131087.
The numbers identify each business activity within the unified GCC classification system for economic activities. In Kuwait, such codes help government authorities classify businesses when issuing commercial licenses and maintaining business records.

The Ministry of Interior’s General Directorate of Coast Guard will oversee the six maritime-related activities, while the Public Authority for Industry will supervise the manufacturing activity.
The resolution takes effect from the date of issuance and is to be published in the Official Gazette. Relevant authorities have been tasked with implementing its provisions within their respective jurisdictions.
The move adds new categories to Kuwait’s commercial activity structure and creates formal classifications for emerging maritime services, including passenger transport, marine delivery, recreation, advertising and specialized maintenance.
