Kuwait forms special committee to modernize insurance legislation

Minister of Justice Counselor Nasser Al-Sumait has issued a decision to form a committee to developg the legislative framework for insurance and related legal issues.
The move is part of a broader government plan to modernize economic legislation, enhance the business climate, and strengthen legal protections for all stakeholders in the insurance sector.
Speaking to the Kuwait News Agency, Al-Sumait explained that the committee’s mission is to create a comprehensive legal system that clearly defines the rights and obligations of all parties in insurance relationships, in line with international best practices, to promote justice and build confidence in Kuwait’s insurance industry.
The committee is chaired by the Court of Appeal Advisor Mutlaq Al-Mutairi, with Court of Appeal Advisor Ahmed Al-Rashidi serving as vice chairman.
Other members include Judge Fahd Al-Awad from the Minister of Justice’s Technical Office; Brigadier General Khaled Al-Adwani representing the Ministry of Interior; Talal Al-Muharib and Dana Al-Kandari from the Insurance Regulatory Unit; and Committee Rapporteur Hamad Al-Rashidi.
Their mandate includes reviewing and assessing all existing insurance laws, proposing necessary amendments, and preparing draft legislation for submission to the relevant authorities.
The scope of work covers all forms of insurance in Kuwait — compulsory and supplementary vehicle insurance, real estate and movable property insurance, fire and disaster coverage, civil liability, life insurance, and insurance related to business and economic activities.
Al-Sumait emphasized that updating the legal framework is essential to keeping pace with regulatory and economic changes, ensuring that Kuwait’s insurance sector remains robust, fair, and internationally competitive.
