Kuwait eyes adjusting fees for 10,000 government services
Early projections estimate the revised fee structure could generate between 400 million and 500 million dinars annually for the State Treasury

The National Library Theater recently hosted a high-level meeting that brought together senior officials from various government agencies and a team from the Ministry of Finance to discuss revising government service fees, in accordance with a recent Cabinet decision.
Informed sources told Al-Rai, officials from the Ministry of Finance presented a detailed overview showing that approximately 10,000 government services are being considered for price adjustments. Early projections estimate the revised fee structure could generate between KD 400 million and KD 500 million annually for the state treasury.
The proposed changes are expected to cover a wide range of services, including official certificates and public utility services. These revisions are part of a broader initiative to ensure more accurate cost recovery and efficient service delivery.
During the presentation, Finance Ministry leaders laid out a three-part framework to guide the pricing reassessment:
- Cost Assessment – Accurately calculate the cost of providing each service.
- Adjustment Margin – Propose fee increases that reflect the nature and importance of each service.
- Social Impact – Consider the effect of price changes on different segments of society to ensure fairness.
Each government agency has been instructed to submit its own evaluation and proposals to the Ministry of Finance, which will coordinate the findings and forward recommendations to the Council of Ministers.
Officials emphasized that while boosting non-oil revenues is a goal, maintaining social equity and service accessibility remains a priority in any proposed changes.
