Kuwait courts set for major circuit reshuffle, transfers set to begin in September

The Ministry of Justice announced a number of regulatory measures concerning the transfer of several judicial circuits between governorate courts, as part of organizing lawsuit registration procedures and implementing Decisions Nos. 44 and 45 of 2026 issued by the Vice President of the Court of First Instance regarding the transfer of the headquarters of a number of cases and circuits.
The procedures include transferring all labor courts from the governorate courts to the Jahra Court, effective October 1, 2026. New labor cases will be registered at the new Jahra Court starting September 1, 2026, with the registration of new labor cases at the existing courts suspended.
Similarly, all civil courts will be transferred from the Farwaniya Court to the Hawalli Court, effective October 1, 2026. New civil cases will be registered at the Farwaniya Court until the transfer, and at the Hawalli Court starting September 1, 2026. The procedures also include transferring the Farwaniya and Jahra Appeals Court (Rental Cases/1) from the Jahra Court to the Farwaniya Court.
In addition, several misdemeanor, municipal, environmental, cybercrime, commercial and customs courts will be transferred between the Jahra, Farwaniya and Hawalli courts, effective October 1, 2026. The Ministry of Justice affirmed that the procedures are aimed at organizing and developing the judicial process, improving the efficiency of court and jurisdiction distribution, facilitating the registration process and ensuring the efficient operation of the courts.
Supervisors and heads of departments are required to take the necessary measures to implement the decisions according to the specified deadlines.
