Kuwait begins preparations for 2027-2028 development plan, sets six key priorities

While government agencies are working to reduce expenditure and improve spending efficiency as they prepare their budget proposals for the 2027-2028 fiscal year, work has also begun on the annual development plan for the same period.
The General Secretariat of the Supreme Council for Planning and Development has asked all ministries and government agencies to submit project proposals for inclusion in the 2027-2028 development plan by Sunday, August 23.
The Secretariat stressed that proposed projects must have a clear development focus and should not simply address the routine operational needs of government entities.
Projects should be aligned with national priorities, economic and financial reform programs and the state’s broader development objectives.
The guidelines identify six key priorities for projects proposed for the plan. These include diversifying sources of national income and strengthening financial sustainability, improving public spending efficiency and the business and investment environment, and increasing the private sector’s contribution to economic activity and development.
Projects are also expected to support Kuwait’s transition towards a sustainable economy and promote the wider use of renewable energy sources.
The Secretariat will hold an introductory workshop on the annual development plan at its headquarters today, Tuesday. Two representatives from each government entity are expected to attend.
The workshop will explain the methodology for preparing the plan, project inclusion requirements and presentation formats for new projects.
The move comes as the Ministry of Finance continues efforts to improve the preparation of government budgets. In an earlier circular, the ministry called on government agencies to base their 2027-2028 budget proposals on their actual needs, improve the allocation and use of state resources, develop government revenues and link financial appropriations to national priorities and development plans.
The focus on development-oriented projects and greater private sector participation reflects Kuwait’s broader efforts to strengthen public finances, improve economic efficiency and support sustainable economic growth.
