Kuwait Amir’s Rep. urges Iraq to address pending issues

Representative of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah called on Iraq to take tangible steps to address all pending issues between the two countries.

Delivering Kuwait’s speech before the 79th session of UN General Assembly on Thursday, His Highness the Crown Prince said, “I’m pleased to convey to you congratulations of His Highness the Amir on the success of this session.”

His Highness the Crown Prince stressed the importance of the demarcation of maritime boundary at the 162 point with Iraq, in accordance with international laws and charters, and addressing the files of Kuwaiti Prisoners of War (POWs) and missing persons, and the national archives.

“Based on the principle of good neighborliness, Kuwait has been keen, over two decades, on helping Iraq recover and restore its regional and international status through joint action in a way that meets Iraqis’ aspirations,” His Highness the Crown Prince said.

“We also appeals to the Iraqi brothers to abide by bilateral agreements related to security and technical aspects of Khor Abdullah issue,” he noted.

The deals aim to enhance the concept of preserving environment, organizing navigation, and combating terrorism, and illegal weapons and drugs trade, he elaborated.

His Highness the Crown Prince congratulated Philemon Yang, of Cameroon, on being elected as President of the 79th UNGA Session, extolling efforts made by the outgoing president Dennis Francis during his tenure.

He commended the constructive endeavors of UN Secretary-General to maintain international peace and security amid accelerated global changes. “Keeping the effectiveness of the UN organization is a responsibility of all member states and the international community in the face of global challenges,” he said.

The most recent Summit of the Future highlighted great challenges, which need a serious will to reform the main UN institutions, notably the Security Council, and the global financial institutions,” His Highness the Crown Prince said, calling for investing the summit at an optimal way.

The UN chief was keen that member states gather to stress risks facing “all of us”, His Highness the Crown Prince noted. None is away from the repercussions of these risks, and cooperation is the only way for joint goals, he stated.

Speaking about renewing international solidarity is done by an international political will for reform, mainly at the UN Security Council, and modernizing international action mechanisms to keep pace with the levels that help face any threat to “our world” and its stability, he elaborated.

He expressed sorrow that this will is still missing that needs confidence and effective participation, stressing that the UNSC is the first institution responsible for maintaining international peace and security.

The pace of technological innovations and misuse of artificial intelligence and social media in spreading hatred and false information, and inciting terror have undermined cybersecurity, he said. His Highness the Crown Prince stressed the importance of paying much attention to this matter, and combating this scourge for the safety of people.

To meet aspirations and hopes of peoples and ensure a bright future for them, it is not objective to look forward to this future without accountability those who violate the provisions of the UN Charter and the principles of international law and international humanitarian law, His Highness the Crown Prince said. Justice and equality could not be achieved by double standards, and a bright future happens if everyone adheres to values and principles of the UN Charter and international law, he said.

“We are marking this year the 43rd anniversary the Gulf Cooperation Council (GCC) which has proven during its blessed path over decades that it is a pillar of stability and prosperity in our region,” he pointed out.

“We would like to express deep appreciation to Qatar for its sincere efforts during this GCC presidency aiming to enhance in the council’s path. “This December, Kuwait will be president of the GCC Supreme Council.

We reiterate our firm resolve to carry on this blessed path, strengthen the strategic partnership with regional and international organizations and achieve desired goals. The GCC has been, and will remain, a voice of wisdom and moderation, and a beacon of constructive dialogue amid challenges and rapid changes,” he noted.

Kuwait is looking forward to partaking in effective regional and international events to be hosted by the GCC member states, he said, renewing congratulations to Saudi Arabia on winning to host 2023 Expo exhibition and 2034 Word Cup.

The whole world has been witnessing serious escalation of Israeli occupation military operations against the brotherly Palestinian people in the besieged Gaza Strip and the remaining parts of Palestine, including Jerusalem and the West Bank, His Highness the Crown Prince stated.

These military operations, which run counter to religion, law, and humanity, claimed the lives of more than 41,000 people, most of whom are children and women, and targeted the headquarters of international organizations, infrastructure and facilities, he pointed out.

His Highness the Crown Prince went to say that peace in the region could be achieved by the establishment of an independent Palestinian state, with East Jerusalem as its capital, on the borders of June 4, 1967, in accordance with the resolutions of international legitimacy and the Arab Peace Initiative.

Kuwait welcomes the recognition of the State of Palestine by many of countries over the past months, and urges other countries to take similar steps. Kuwait will keep backing Palestinians’ rights, he said, referring to Kuwait’s supportive steps, along with countries, to Palestine at the International Court of Justice and the UNRWA.

On the civil war in Sudan, His Highness the Crown Prince stressed the need of an immediate ceasefire, dialogue and peaceful political path in a way that maintain Sudan’s security, stability and territorial integrity.

He voiced Kuwait’s full support to all ongoing regional and international initiatives in a manner that leads to a political solution to this crisis, provide required protection to civilians and facilitate humanitarian aid access.

Regarding the situation in Yemen, His Highness the Crown Prince reaffirmed Kuwait’s support for the efforts made of Special Envoy of the UN Secretary-General for Yemen to resume the political process based on the three agreed-upon points of reference to preserve Yemen’s security, stability, and territorial integrity.

He also commended the efforts of the Kingdom of Saudi Arabia and Oman to revive the political process and achieve a comprehensive and sustainable solution in Yemen. He expressed concern about the developments in the Red Sea region and stressed the importance of respecting the right of maritime navigation by the provisions of international law and the 1982 United Nations Convention on the Law of the Sea.

On the situation in Syria, His Highness the Crown Prince stressed the need to intensify efforts to reach a Syrian-owned political settlement under the relevant Security Council resolutions, especially the Resolution 2254, to restore security and stability and preserve Syria’s sovereignty and territorial integrity.

Regarding Lebanon, His Highness the Crown Prince condemned in strongest terms the airstrikes and military operations of the Israeli occupation forces which claimed the lives of hundreds of innocent Lebanese civilians in a dangerous escalation of Israeli aggression.

“The violence is expanding on a daily basis in flagrant violation of all international norms and laws, including the international humanitarian law,” he said, warning against the consequences of the conflict for neighboring countries and the entire region.

His Highness the Crown Prince denounced the violations committed by the Israeli occupation of Lebanese sovereignty and its attempt to drag the region to the ongoing conflict. He said he was following up, with great concern, the recent developments in Libya, calling on the Libyan parties to listen to the voice of reason and restore the political dialogue to resolve differences according to the relevant Security Council resolutions.

He called for more efforts to preserve Libya’s security, stability and sovereignty, and achieve the aspirations of its people for development and prosperity. His Highness the Crown Prince urged the international community to consolidate the rules of neighborliness as outlined in the United Nations Charter.

He renewed the call for the Islamic Republic of Iran to take serious confidence-building measures to restart a dialogue based on mutual respect for states’ sovereignty, and non-interference in their internal affairs. His Highness the Crown Prince said Kuwait Vision 2035, based on several mechanisms for monitoring all international economic-financial indicators – including factors of attracting and predicting the economic opportunities, aims to transform Kuwait into a financial, commercial and cultural hub.

“That hub is meant to interact with the country’s regional and international surroundings, and enhance the presence of the country’s foreign policy in the expanded development process,” he noted. His Highness the Crown Prince said the country’s diplomacy, relying on digitization, aims to transform the diplomatic work from traditional frameworks into an interactive work, taking stock of the international reality and building on the humanitarian legacy of the forefathers.
He renewed the State of Kuwait’s commitment to the principles of the multilateral world order and the objectives of the UN Charter while working to strengthen global governance, achieve the lofty mission of preserving international peace and security, and serve the interests of all humanity.

The State of Kuwait looks forward to working with all friendly countries to achieve the aspirations of all nations for living in a prosperous, secure and safe world, His Highness the Crown Prince concluded.
