Final warning to 23 dormant “civil” organizations to adjust and avoid dissolution

All registered associations that are not socially active or do not adhere to the regulations need to quickly amend their situations and avoid their violations.

The Ministry of Social Affairs, represented by the Civil Society Administration in continuation of the “screening” process, began some time ago for all registered associations that aim to “sort out those that are not socially active or do not adhere to the regulations, controls and requirements governing the work, and do not seek to achieve the goals for which they were registered,”

Al-Jarida learned that the ministry recently issued the fourth and final warning to about 23 “dormant” public benefit associations to quickly amend their situations and avoid their violations. Otherwise their fate will be dissolution and the liquidation of their funds.

According to the sources of “Affairs”, the competent administration warned the boards of directors of these associations three consecutive times, with two working weeks between each one. But unfortunately they did not respond to these repeated calls.

This has prompted the Ministry to warn such orgnanisations for the fourth and final time. And in the event of non-response, a decision will be taken regarding them, explaining that the names of these associations will be submitted to the Committee for the Publicity, Evaluation and Dissolution of Public Benefit Associations and Charities, and to study and review their basic systems to discuss their seriousness and societal effectiveness.

Two associations are being dissolved

The sources said, “These associations have explicitly violated the text of Article No. 27 of Law No. (24) of 1962, regarding clubs and public benefit associations, by not carrying out any activities on the ground, or providing real services to the community for years past.

Moreover, also not providing the Ministry with the estimated budget or financial reports for the past years, in addition to closing their bank accounts a long time ago,” noting that some of these associations have not used the automated correspondence “user” designated for entering the automated system that links the Ministry to the associations even once since their announcement. This goes on to indicate their ineffectiveness or lack of seriousness.

The sources revealed that two associations are now on the verge of dissolution, as the relevant administration is working on completing the legal procedures related to this, expecting a ministerial decision to be issued soon to dissolve them and liquidate their funds.

Further explaining that (24/1962) granted the Minister of Social Affairs the right to dissolve associations in the following cases; their membership decreased to less than the number stipulated by law, their inability to fulfill their financial obligations, their violation of the provisions of the law or the bylaws or their carrying out actions that are outside their objectives, in addition to not carrying out effective activities in order to achieve their purposes, and if the public interest or social objectives of society require this.
