‘Education’ reorganizes workforce, transfers 8,703 staff across Kuwait

The Ministry of Education has begun implementing 8,703 transfer decisions for teachers and educational supervisory staff as part of a workforce redistribution plan directed by Minister Sayed Jalal Al-Tabtabaei.

The decisions include 8,310 teachers across various specializations and 393 educational supervisory staff, with an average transfer distance of 11.2 kilometers. The redistribution was based on schools’ actual needs, class and student numbers, teaching loads and approved organizational structures.

The ministry said the measures raised the rate of addressing disparities in the distribution of teachers and supervisory staff from 34 percent to 82 percent, while keeping the average transfer distance within 11.2 kilometers. The remaining disparities are mainly linked to actual surpluses in some specializations, including Islamic education and physical education, which cannot be fully addressed through school-to-school transfers at this stage.

The ministry said it would continue monitoring staffing needs and addressing such cases. The redistribution also targeted specific imbalances, including Arabic-language teaching loads between two intermediate boys’ schools and physics staffing between two secondary boys’ schools. Supervisory positions were also redistributed, including 12 technical supervisors from one kindergarten to kindergartens with identified needs.

Assistant directors and subject heads were likewise reassigned according to school needs and the approved organizational structure. The ministry said the plan aims to improve fairness in teaching loads, address staffing surpluses and shortages, meet school needs and make more effective use of available human resources.

Transfer decisions are being delivered electronically through the ministry’s “My Decisions” service and its official application. Employees receiving decisions were instructed to report to their new workplaces and complete the required fingerprint-transfer procedures.
