“Education Minister” Launches largest recycling and transfer operation to drive comprehensive administrative reform
The Education Minister, Jalal Al-Tabtabaei announced comprehensive administrative reform plan to enhance efficiency and ministerial competencies, particularly in transportation, assignment, and loan procedures.
Special decisions regarding the authorizations of the Undersecretary and Assistant Undersecretaries.
Organizing administrative work and enhancing the efficiency of performance in supervisory positions in the Ministry.
Education Minister Dr. Jalal Al-Tabtabaei launched the largest recycling and transfers to achieve comprehensive administrative reform.
The Ministry of Education announced that as part of its comprehensive administrative reform plan to enhance efficiency and organization, Minister Jalal Al-Tabtabaei issued key decisions redefining the authorizations of the Ministry’s Undersecretary and Assistant Undersecretaries.
The amendments were made to Ministerial Decree No. 343/2013, granting the Undersecretary certain ministerial competencies, particularly in transportation, assignment, and loan procedures.
Similarly, Article 1 of Decree No. 344/2013 was revised to authorize Assistant Undersecretaries for similar competencies, while Article II was updated to address appointments, service periods, and the transfer and assignment of Kuwaiti employees and legal jobholders within the legal affairs sector.
The Ministry further stated that Al-Tabtabaei implemented a broad reshuffling, affecting numerous supervisory positions across educational regions and the Ministry’s General Office.
In this regard, Minister Al-Tabtabaei issued decisions involving the transfer of several supervisory leaders to new sites, as well as the assignment, reassignment, and cancellation of assignments in various supervisory functions across multiple sectors.
The decisions included the following:
- Transfer of Director General of Mubarak Al-Kabeer Educational District, Mansour Al-Dhafiri, to Hawalli Educational District.
- The Director of the Financial Department, Matrouk Al-Mutairi, was transferred to the Department of Administrative and Technical Affairs in the Hawalli Educational Area.
- Transfer of Director of the Investigations, Contracts and Inspection Department, Muhammad Saad Al-Adwani, to the Administrative and Technical Affairs Department of Al-Ahmadi Educational District.
- Amin Muhammad Fahad Tamir, Director of the Department of Administrative and Technical Affairs in Al-Ahmadi Educational District, was transferred to the same position at the General Directorate of Private Education.
- Bader Hamad Amer Muhammad, Director of the Department of Administrative and Technical Affairs in Hawalli Educational District, was transferred to the same position in the Jahra Educational Zone.
- Jassim Muhammad, Director of the Department of Administrative and Technical Affairs in Jahra Educational District, was transferred to the same position in Al-Farwaniya Educational District.
- Nada Mutlaq Al-Mutairi, Director of the Department of Educational Affairs in Jahra Educational District, was transferred to the same position in Mubarak Al-Kabeer Educational District.
- Dalal Bajad Saad Al-Mutairi, Director of the Department of Educational Affairs in Hawalli Area, was transferred to the same position in Al-Ahmadi Educational Area.
- Ahmed Al-Majidi, Director of the Library Department, was transferred to the position of Director of the Department of Educational Activities in Al-Ahmadi Educational District.
- Firas Ali Muhammad Kartash, Director of the Department of Administrative and Technical Affairs in Al-Farwaniya Educational District, was transferred to the position of Director of the Department of Supplies and Warehouses in the Financial Affairs Sector.
- Hoda Al-Mutairi, Director of the Information Systems Department, was transferred to the position of Director of the Department of Educational Activities in Jahra Educational District.
- Anwar Al-Hamdan, Director of Educational Activities in the Educational Capital Region, was transferred to the position of Director of the Curriculum Development Department in the Educational Research and Curriculum Sector.
- Nasser Al-Shammari, Director of the Department of Administrative and Technical Affairs in Mubarak Al-Kabeer Area, was transferred to the same position in the Educational Capital Region.
- Fahd Al-Hayyan, Director of the Department of Development, was transferred to the position of Director of the Department of Educational Activities in Hawalli Educational Area.
- Majed Mustafa Ali Reda, Director of the Department of Educational Activities in Hawalli Educational Area, was transferred to the position of Director of the Department of Social and Psychological Service in the Educational Development and Activities Sector.
- Badriya Al-Mutairi, Monitor of Secondary Education in Al-Ahmadi Educational Area, was transferred to the Jahra Educational District, retaining the same function.
- Ahmed Abdulaziz Nasser Khaled, Middle Education Supervisor in the Educational Capital District, was transferred to the Farwaniya Educational Area, retaining the same position.
- Salem Awda Al-Mutairi, Supervisor of Secondary Education in Jahra Educational Area, was transferred to the same position in the Capital Educational Area.
- Muhammad Yaqoub Ali Karachi, Primary Education Controller in the Educational Capital Area, was transferred to the same position in the Farwaniya Educational Area.
- Bader Fahd Al-Mutairi, Supervisor of Public Services in the Educational Capital Area, was transferred to the position of Budget and Accounts Supervisor in the Financial Department.
- Abdulaziz Suwaid Al-Ajmi, Supervisor of Public Services in Al-Ahmadi Educational District, was transferred to the position of Technical Follow-up Supervisor in the Office of the Assistant Undersecretary for Special and Qualitative Education.
- Falah Al-Dhafiri, Job Budget Controller in the Human Resources Department, was transferred to the position of General Services Supervisor in Al-Ahmadi Educational District.
- Walid Mubarak Al-Shammari, Supervisor of Public Services in Jahra Educational District, was transferred to the position of Supervisor of Functional Affairs in the Human Resources Department.
- Faisal Abdullah Al-Enzi, Inspection and Contracts Supervisor in the Legal Affairs Sector, was transferred to the position of Human Resources Supervisor in Al-Farwaniya Educational Area.
- Badr Rushdan Al-Hamshi, Monitor of Human Resources in the Farwaniya Educational Area, was transferred to the same position in Mubarak Al-Kabeer Educational Area.
- Dalal Sulaiman Al-Otaibi, Planning and Systems Development Supervisor in the Information Systems Department, was transferred to the position of Supervisor of Beneficiary Support in the Information Systems Department.
- Mahmoud Abdul-Ridha Ali Muhammad, Supervisor of Educational Affairs in the Department of Special Education Schools, was transferred to the position of Supervisor of Middle Education in Jahra Educational District.
- Najoud Abdullah Al-Saqhan, Head of the Operation Department in the Information Systems Department, was transferred to the position of Head of the Beneficiaries Department in Mubarak Al-Kabeer Educational District.
- Rashid Khalifa Al-Qarba, Head of the Microfilm Department in the Information Systems Department, was transferred to the position of Head of the Operations Department in the same department.
30. - Moudi Al-Zoubi, Head of the Application Development Department in the Information Systems Department, was transferred to the position of Head of the Microfilm Department in the same department.
- Jamal Dayer Khurais Manaa, Head of the Warehouse Department in Jahra Educational Area, was transferred to the position of Head of the Administrative Job Selection Department and Assistant in the Human Resources Department.
- Maryam Jawad Al-Sarraf, Head of the Training Assistance Department in the Development Department, was transferred to the position of Head of the Recruitment Department in Hawalli Educational District.
- Anfal Ahmed Al-Mutair, Head of the Recruitment Department in Hawalli Educational District, was transferred to the position of Head of the Training Assistance Department in the Development Department.
- Moudi Al-Subaie, Head of the Educational Job Selection Department in the Human Resources Department, was transferred to the position of Head of the Career Affairs Department in Hawalli Educational Area.

- Amin Muhammad Fahad Tamir, Director of the Department of Administrative and Technical Affairs, was assigned to carry out the work of the Director General of Special Education in the Private and Qualitative Education Sector.
- Jassim Muhammad Taher Bu Hamad, Director of the Department of Administrative and Technical Affairs in Al-Farwaniya Area, was assigned to carry out the work of the Director General of Al-Farwaniya Educational District.
- Nada Mutlaq Al-Mutairi, Director of the Department of Educational Affairs in Mubarak Al-Kabeer Area, was assigned to carry out the work of the Director General of Mubarak Al-Kabeer Educational District.
- Ahmed Ghanman Al-Majidi, Director of the Activities Department in Al-Ahmadi Educational District, was assigned to carry out the work of the Director General of Al-Ahmadi Educational District.
- Sultan Al-Mishaal, Supervisor of Examinations and Student Affairs in the Department of Coordination and Follow-up of Public Education, was assigned to carry out the work of the Director of the Coordination Department in the Public Education Sector.
- Ahmed Abdulaziz Nasser Khaled, Supervisor of Middle Education in Al-Farwaniya Educational Area, was assigned to carry out the work of the Director of the Department of Educational Affairs in Al-Farwaniya Educational Area.
- Salem Awda Al-Mutairi, Supervisor of Middle Education in the Educational Capital Area, was assigned to carry out the work of the Director of the Department of Educational Affairs in the Educational Capital District.
- Anwar Fahd Al-Da’i, Training and Manpower Development Supervisor in the Development Department, was assigned to carry out the work of the Director of the Development Department in the Administrative Affairs Sector.
- Adel Ghazi Al-Harbi, Supervisor of Administrative Services and Equipment in the Library Department, was assigned to carry out the work of the Director of the Library Department in the Educational Development and Activities Sector.
- Bader Fahd Hamad Al-Mutairi, Comptroller of Budget and Accounts in the Financial Department, was assigned to carry out the work of the Director of the Financial Department in the Financial Affairs Sector.
- Abdulaziz Suwaid Al-Ajmi, Supervisor of Technical Follow-up in the Office of the Assistant Undersecretary for Special and Qualitative Education, was assigned to carry out the work of the Director of the Department of Special Education Schools.
- Mona Salem Awad Salem, Senior Technical Director was assigned to carry out the work of the Director of the Information Systems Department.
- Walid Mubarak Al-Shammari, Supervisor of Functional Affairs in the Human Resources Department, was assigned to carry out the work of the Director of the Human Resources Department in the Administrative Affairs Sector.
Cancelling Assignments:
- The assignment of Bader Obaid Al-Anzi, Social Services Supervisor in the Educational Development Sector, was canceled, and he was transferred to the position of Social and Psychological Services Supervisor in Al-Ahmadi Educational Area.
- The assignment of Falah Haif Al-Dhafiri, Job Budget Monitor in the Human Resources Department, was canceled, and he was transferred to the position of General Services Supervisor in Al-Ahmadi Educational Area.
The Ministry of Education explained that these administrative changes are part of a developmental vision led by Minister Al-Tabtabaei.
The aim is to improve functional performance in the Ministry of Education, promote fairness among administrative staff, ensure the development of performance in current stage’s needs, and support the achievement of the Ministry’s future goals.
Al-Tabtabaei stated that these decisions aim to achieve several administrative objectives, including creating development opportunities for promising national talents, improving the work environment, and fostering cooperation across different sectors.
It is anticipated that the reshuffling efforts led by Minister Al-Tabtabaei will enhance professional performance and develop competitive capabilities more efficiently and effectively.
Al-Tabtabaei continued that this is the first step in a reform process that has been launched with determination and will not stop at this stage, and he will continue with administrative reforms and the enhancement of professional competencies to ensure the delivery of effective educational and administrative services that align with the aspirations of Kuwaiti society.
Importantly, Al-Tabtabaei’s decisions were made after careful study to bring about a qualitative shift in the institutional performance of the Ministry of Education, and to ensure the smooth continuation of work while supporting modernization and administrative reform initiatives.
