Don’t be misled, Kuwait issues clear guidelines on visit visa conversion
Only specific categories allowed, most applicants not eligible to convert visit visas to residency permits
Ministry of Interior has clarified that visit visas cannot be converted into residency permits for all expatriates, urging people not to assume the facility is available to everyone.
A security source said many expatriates rushed to Residency Affairs departments across all six governorates after reports about the new rules. However, hundreds of applications were rejected because applicants did not meet the conditions laid down in the ministerial decision.
The source stressed that every application is reviewed individually, and approval depends on meeting the required conditions as well as receiving permission from the Director General of the General Department of Residency Affairs. In some cases, approval from senior Ministry of Interior officials is also required.
Family Visa Conversion
One of the main categories eligible for converting a visit visa into residency is expatriates who qualify for family reunification.
To be eligible, the sponsor must earn at least 800 Kuwaiti dinars per month.
If the salary requirement is met, the sponsor can convert visit visas for:
- Wife
- Sons below 18 years of age
- Unmarried daughters below 21 years of age
Applicants must also pay:
- 150 dinars as the residency transfer fee
- Health insurance
- Required residency stamps under Article 22 (family residency)
- Special Relaxation for Some Families
The source said there is another category that can benefit from the latest ministerial decision even if the sponsor does not meet all the usual salary or educational requirements.
These cases include:
- Children below five years of age.
- A wife whose Kuwait residency expired less than one year ago, provided she had been legally residing in Kuwait.
In such cases, applications are considered individually, and the final decision rests with the Director General of Residency Affairs.
Work Residency Conversion Not Open to Everyone
The source clarified that family visit visas cannot simply be converted into a private-sector work residency (Article 18) for spouses or children.
Conversion to a work residency is allowed only in limited cases, including:
- People invited by government ministries, public authorities or government institutions who possess higher academic qualifications or specialized technical skills.
- Domestic workers and similar categories covered under the regulations.
- Individuals who entered Kuwait on a work visa, started residency procedures, but were forced to leave the country before completing the process. If they return within one month on a business visit visa, they may be allowed to complete the residency process.
- Not All Nationalities Covered
The security source emphasized that the latest provisions do not apply to all expatriates or all nationalities.
Every request is processed according to ministerial regulations, the needs of the labour market, and the discretion of the Director General of the General Department of Residency Affairs.
Applications are first submitted at the Residency Affairs office in the applicant’s governorate based on their registered address. After verification, they are forwarded electronically for final approval.
