Civil Service Council approves full benefits, salaries for women with revoked citizenship

The Civil Service Bureau confirmed that the Civil Service Council has decided to allow Kuwaiti female employees in the government sector to retain their entitlement to all types of leave as per the applicable laws and regulations, even if their citizenship has been revoked. This decision aligns with the provisions outlined in Article (8).
In an official letter to government agencies, the Civil Service Bureau announced that the Civil Service Council has approved the continuation of job-related allowances, bonuses, and salary-based benefits for affected employees. These include, but are not limited to, the basic salary, periodic bonuses, social and children’s bonuses, cost-of-living allowance, financial support, special and incentive bonuses, job level bonus, and work nature allowance.
The Civil Service Council has also approved the continuation of scholarships and study leave for affected employees if the decree revoking their citizenship was issued after their scholarship or study leave had been granted. They will retain all associated benefits in accordance with the regulations governing leave and study missions throughout their academic period. Additionally, they will remain eligible for all internal and external training programs outlined in their respective government entity’s training plan.
The letter states that women whose citizenship has been revoked under Article (8), will continue to benefit from reduced working hours as per applicable laws and regulations. They will also retain any personal bonuses granted to them, in accordance with relevant decisions. Additionally, they will remain eligible for annual excellence bonuses, work team and committee incentives, and compensation for additional assignments, provided they meet the conditions and guidelines set forth in the governing regulations.
The Bureau clarified in its letter that individuals whose citizenship was revoked under Article (8), will continue to receive financial adjustments resulting from periodic bonuses, job level increases, or financial grade advancements after reaching the maximum limit of periodic bonuses. These adjustments will be granted in accordance with the provisions, rules, and conditions applicable to Kuwaiti employees, as outlined in relevant regulations. The employer must submit a request for such adjustments, and the Civil Service Bureau will determine the corresponding financial amounts, which will be added as an increment to the comprehensive remuneration specified in the employment contract.
The book also specified that supervisory positions, along with the corresponding supervisory allowances and official missions abroad, will be exclusively reserved for Kuwaiti employees. Additionally, transfers, secondments, and loans will be governed by the relevant regulatory decisions.
The Court emphasized that individuals whose nationalities were revoked under Article (8), will continue to receive various allowances, bonuses, and rewards. These include, but are not limited to, shift, food, and nighttime allowances, as well as allowances for danger, infection, pollution, noise, incentives for workers in designated regions, distance and road allowances, screen and training allowances, watch allowances, and housing allowances. Their entitlement will remain subject to the conditions and regulations outlined in the governing decisions.
