The Council of Ministers convened its weekly meeting on Tuesday morning at Bayan Palace, presided over by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, the Prime Minister, as reported by Al Rai newspaper.
During the meeting, the council approved the nomination submitted by the Chinese government in accordance with the memorandum of understanding between Kuwait and China. The decision allows for proceeding with a direct contract with the China State Construction Engineering Corporation Limited, under the Chinese Ministry of Transport, to implement, manage, and operate the Mubarak Al-Kabeer Port project across all its phases.
Amir’s UK visit: Discussions with King Charles III highlight bilateral relations
Shereeda Abdullah Al-Mousherji, Deputy Prime Minister and Minister of State for Cabinet Affairs, stated that the council began its meeting by reviewing the discussions between His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Majesty King Charles III of the United Kingdom of Great Britain and Northern Ireland in Scotland. The discussions occurred during His Highness’s visit to the United Kingdom in response to a personal invitation from the King.
Congratulations to US President Donald Trump
The cabinet extended its congratulations to U.S. President Donald Trump on his inauguration. It praised the longstanding and historic relations between the two friendly countries and wished him success in his tenure. The cabinet also expressed its hopes for continued progress and prosperity for the United States of America and its people.
Cabinet hails Gaza ceasefire, applauds global efforts for lasting peace
The Council of Ministers welcomed the announcement of a ceasefire in Gaza, emphasizing the importance of this agreement in establishing a lasting ceasefire and halting the ongoing attacks on the Palestinian people.
The cabinet commended the international community’s intensive efforts, particularly those of the State of Qatar, the Arab Republic of Egypt, the United States of America, and all parties that contributed to the agreement’s success.
The Council expressed hope that the agreement would alleviate the suffering of the Palestinians and ensure the uninterrupted delivery of humanitarian aid. It reaffirmed Kuwait’s steadfast position in supporting the Palestinian people’s right to establish an independent state with East Jerusalem as its capital, based on the June 4, 1967, borders.
Central aid platform
The Council of Ministers was briefed on a visual presentation by Dr. Amthal Al-Huwaila, Minister of Social Affairs, Family, and Childhood Affairs, regarding the central aid platform. This unified portal aims to streamline assistance delivery by allowing beneficiaries to access the system using their civil ID and authenticate via the “My Identity” application. The system is designed to save staff time and enhance productivity.
Dr. Al-Huwaila explained that the ‘central aid platform’integrates all charitable associations and forums, facilitating the submission and processing of aid requests. It ensures aid reaches its intended recipients and provides a workflow for tracking requests from case file reviews to disbursement and delivery.
Additionally, Dr. Al-Huwaila informed the Council about the approval to dissolve and liquidate certain charitable platforms due to non-compliance with laws and repeated violations, as stipulated in Article 27 of Law No. 24 of 1962 on clubs and public benefit associations.
Separately, the Council of Ministers reviewed a visual presentation by Minister of Public Works Dr. NouraMohammed Al-Mashaan, Minister of Foreign Affairs Abdullah Ali Al-Yahya, Head of the Fatwa and Legislation Department Counselor Salah Ateeq Al-Majid, and Sameeh Essa Johar Hayat, Assistant Foreign Minister for Asian Affairs.
The presentation focused on the latest developments in the memorandum of understanding between Kuwait and China regarding cooperation on the Mubarak Al-KabeerPort project on Boubyan Island, which consists of three stages.
Significance of development project
The Council of Ministers emphasized the importance of this development project, highlighting its role as a regional transport hub that supports the economic and urban growth of the northern region. The project aims to establish an integrated economic system that contributes to diversifying and increasing the country’s GDP.
Amendments to simplify litigation procedures
The Council of Ministers reviewed recommendations from the Ministerial Committee for Legal Affairs concerning a draft decree-law to amend certain provisions of Decree-Law No. (38) of 1980, which promulgated the Civil and Commercial Procedures Law.
The proposed amendments aim to simplify litigation procedures and better organize them, ensuring greater accessibility for litigants and expediting the resolution of disputes to achieve comprehensive justice.
Generous donations
The Council of Ministers also reviewed recommendations from the Ministerial Committee for Public Services regarding the Ministry of Health’s request to accept two significant donations:
- A donation of 15 million Kuwaiti dinars from Kuwait Finance House to build and equip a center for heart diseases and research.
- A donation of 4.5 million Kuwaiti dinars from the heirs of the late Khaled Zaid Al-Khaled to construct a health and dialysis center in the Hawalli area.
The Council of Ministers expressed its deep gratitude and appreciation for these generous donations, highlighting their reflection of the donors’ commitment to supporting the development of the country’s healthcare system. The donations embody the spirit of cooperation and social responsibility aimed at serving the nation and its citizens.
Separately, the Council of Ministers reviewed several topics on its agenda and approved them. It also referred a number of items to the relevant ministerial committees for further study and the preparation of reports, in order to complete the necessary procedures for their implementation.
Nationality issues
The Council of Ministers adopted the minutes of the Supreme Committee for the Investigation of Kuwaiti Citizenship. These minutes include cases of the loss or withdrawal of Kuwaiti nationality from certain individuals, in accordance with the provisions of Decree-Law No. (15) of 1959 on Kuwaiti nationality and its amendments.
