Kuwait Oil Company (KOC) has awarded Larsen & Toubro (L&T) a major Engineering, Procurement and Construction (EPC) contract worth approximately KD303.5 million (US$979 million) for the development of Jurassic Light Oil (JLO) export facilities, reinforcing Kuwait’s commitment to expanding its upstream and export infrastructure.
The contract, awarded to L&T Energy Hydrocarbon Onshore, will be executed on a lump-sum turnkey basis and is among the company’s largest international oil and gas projects. According to L&T, the order falls within its ‘major’ project category, typically valued between US$580 million to US$1.16 billion.
The project will involve the construction of six large crude oil storage tanks, each with an operating capacity of around 618,000 barrels, along with associated pumping stations, pipelines, manifolds and supporting infrastructure. The scope also includes upgrading existing crude oil loading and export facilities to accommodate increased production from Kuwait’s Jurassic oil fields.
The new facilities are expected to significantly enhance Kuwait’s ability to store, transport and export light crude, supporting the country’s long-term strategy to increase oil production while ensuring greater operational efficiency and export reliability.
Commenting on the award, E.S. Sathyanarayanan, Senior Vice President and Head of L&T Energy Hydrocarbon Onshore, said the company was proud to partner with Kuwait on one of its strategic energy projects.
He noted that the Jurassic Light Oil export infrastructure project represents a key investment in Kuwait’s hydrocarbon sector and reflects the confidence placed in L&T’s engineering and project execution capabilities.
Industry reports indicate that L&T secured the contract after emerging as the successful bidder in a competitive tender process conducted by Kuwait’s Central Agency for Public Tenders (CAPT), surpassing rival bids for the project.
The award further strengthens L&T’s long-standing presence in Kuwait, where the company has executed several landmark oil and gas projects over the years. It also highlights Kuwait’s continued investment in modernizing its energy infrastructure as part of broader plans to sustain production capacity and maintain its position as a reliable global energy supplier.
The Jurassic reservoirs are among Kuwait’s most strategically important hydrocarbon assets, producing high-value light crude and natural gas. Expanding the export infrastructure for these fields will enable KOC to efficiently manage future production growth while improving storage capacity and export flexibility.
The project comes amid Kuwait’s ongoing drive to boost investments across its oil sector, complementing other major upstream and downstream initiatives aimed at enhancing production, strengthening energy security, and supporting the country’s long-term economic development objectives under Kuwait Vision 2035.
