Effective April 26, Civil Aviation sets 50% workforce attendance under updated circulars

The Directorate General of Civil Aviation has issued a new circular limiting employee attendance at workplaces to 50 percent, in line with measures aimed at addressing current regional conditions.
The directive, issued under Circular No. (25) of 2026 by the Administrative Affairs sector, stipulates that only half of the total workforce in each department is required to be physically present during official working hours. The measure excludes employees operating under shift-based systems.
The decision is based on a series of directives from the Civil Service Commission, including Circular No. (4) of 2026 on regulating workforce levels, as well as guidance related to exceptional working conditions.
It also considers provisions exempting persons with disabilities from workplace attendance during such periods.
The circular amends Clause (1) of Administrative Circular No. (7) of 2026, while maintaining all other provisions of the earlier directive without change.
Officials said the move is part of broader efforts to ensure operational continuity while adapting to evolving regional developments, with institutions balancing service delivery and employee safety.
The new regulation will come into effect starting April 26, 2026, according to the circular issued by the authority’s Acting Director General.
