Al-Shalafan proposes eco-friendly building rules for all future govt facilities

Municipal Council member Eng. Sharifa Al-Shalafan has submitted a proposal calling for the adoption of a green building system and making its implementation mandatory across all government buildings, as part of efforts to strengthen sustainability and improve resource efficiency.

In her proposal, Al-Shalafan stressed that the initiative aligns with Kuwait Vision 2035, which places sustainability among its key priorities, particularly in developing infrastructure, enhancing the efficiency of public facilities, and improving overall quality of life, reports Al-Rai daily.

She noted that government buildings represent the country’s public image and play a vital role in promoting health and well-being while reducing operating costs and improving energy and water efficiency — factors that contribute to sustainable resource management and more efficient government spending.

The proposal outlines three main steps for implementation:

Mandatory adoption of green building standards

All future government buildings would be required to apply an internationally or locally recognized green building classification system.

Compliance during design and construction

Government entities would be obligated to incorporate approved green building requirements at the planning and implementation stages to ensure efficient energy and water consumption, improved indoor environmental quality, and enhanced operational performance.

Gradual rehabilitation of existing buildings

A phased plan would be introduced to upgrade current government facilities through:

  • Conducting preliminary performance assessments,
  • Implementing operational and technical improvements where necessary,
  • Applying operations and maintenance (O+M) systems to achieve measurable efficiency gains.

Al-Shalafan emphasized that adopting green building practices would support national sustainability goals while enhancing long-term operational efficiency and environmental performance across the public sector.
