PAHW reports strong progress across new residential city projects

The Public Authority for Housing Welfare (PAHW) confirmed steady advancement in infrastructure, roads, and public buildings across Kuwait’s new residential cities, according to the monthly performance report for October.
Omar Al-Ruwaieh, Deputy Director General for Public Relations and Development and PAHW spokesperson, said in a press statement that the main roads contract in South Saad Al-Abdullah City has shown “remarkable progress,” reaching an actual completion rate of 49.16 percent.
Al-Ruwaieh highlighted that infrastructure works in the city are advancing at different speeds. The first contract covering 8,677 plots recorded 3.44 percent completion, the second contract for 7,649 plots reached 3.26 percent, while the third contract for 7,225 plots posted 3.82 percent.
In South Sabah Al-Ahmad, major roads continue to move forward strongly, with the main roads contract reaching 67.93 percent completion. Infrastructure works also progressed:
- 22.12 percent for the first contract (7,623 plots)
- 30.03 percent for the second contract (6,189 plots)
- 18.15 percent for the third (6,568 plots)
Al-Ruwaieh noted ongoing development in the affordable housing project as well. Completion rates included:
- 17.03 percent for the first contract (1,568 houses)
- 19.50 percent for the second (1,777 houses)
- 20.49 percent for the third (1,162 houses)
- 1.18 percent for the fourth (1,700 houses)
- 1.96 percent for the fifth (1,608 houses)
- 1.02 percent for the sixth (1,985 houses)
PAHW is also overseeing the construction of 239 public buildings across several housing areas, including 17 in Sabah Al-Ahmad, 74 in the affordable housing zone, one in South Khaitan, two in Saad Al-Abdullah, one in Jaber Al-Ahmad, 131 in Al-Mutlaa, and 13 in South Abdullah Al-Mubarak.
On engineering contracts, Al-Ruwaieh announced the signing of agreements last month for the supply, installation, and maintenance of ten 132/11 kV substations in suburbs N1, N3, N5, and N11 of South Sabah Al-Ahmad, along with another contract for ten additional substations in suburbs N2, N4, and N6—steps he said would reinforce the electrical network in emerging residential districts.
The authority also delivered 43,634 housing services to citizens in October. These included 25,671 electronic transactions via the “Sahel” application and PAHW website, 3,372 in-person services through reception centers, and 14,591 communications through the call center and chatbot service.
Al-Ruwaieh added that PAHW continues to issue “To Whom It May Concern” certificates for construction permits, delivering:
- 1,420 out of 1,448 certificates in Khaitan
- 3,248 out of 3,260 certificates in South Abdullah Al-Mubarak
- 27,758 out of 28,288 plots in Al-Mutlaa City — the highest among all regions.
He reaffirmed that PAHW remains committed to monitoring progress and accelerating works to meet national housing development goals.
