Smart meter installation progress reaches 77.6%, completion expected by early 2028

The Ministry of Electricity, Water and Renewable Energy announced steady progress in the implementation of Kuwait’s smart electricity and water meter system, with installation rates reaching 77.6 percent as part of the country’s fourth development plan.
According to an official report, this marks a 7 percent increase compared to the 70.6 percent achieved under the previous, third development plan.
The project is expected to be fully completed by February 2028, paving the way for a nationwide smart metering system that will modernize the management of electricity and water services.
The initiative falls under the Interconnected and Transparent Governance Development Program, one of Kuwait’s key development frameworks aimed at building an interactive government system, enhancing integrity and transparency, improving performance, and better serving citizens.
Meanwhile, the ministry is finalizing the technical specifications for the upcoming smart water meter tender, which will be floated through the Central Agency for Public Tenders in the near future.
The sources explained that a previous tender for the same project had been cancelled at the ministry’s request to allow for a more comprehensive revision of its requirements.
The officials have highlighted several key benefits expected from the installation of smart meters, including more accurate and cost-effective billing, remote monitoring of consumption, and reduction of losses and leaks.
The system will also enable remote disconnection and reconnection, support digital transformation, and improve the overall efficiency of public services.
In addition, the ministry emphasized that smart meters will help safeguard public funds through precise collection mechanisms and allow for early detection of technical issues and meter tampering, ensuring higher operational reliability and service quality across the country.
