Kuwait embarks on Digital Twin Project to virtually map entire country by 2027

Kuwait has launched a comprehensive digital twin project as part of its national development plan under the “New Kuwait 2027” vision.
The initiative aims to create a high-resolution, virtual replica of everything on the country’s surface —integrating data from various government entities, particularly the Public Authority for Civil Information (PACI).
The digital twin will document and replicate the real-world environment with extraordinary precision, supporting infrastructure development, promoting inter-agency coordination, enabling smart government initiatives, and helping reduce government spending.
At the core of the initiative is the creation of ultra-high-resolution maps of Kuwait’s streets and urban environment. The maps will have an accuracy of less than 10 centimeters and will cover approximately 2,500 square kilometers.
The project will include — A digital twin of Kuwait’s urban layout; 3D mapping of the natural appearance of buildings; Mapping of green areas and urban land cover; A highly accurate topographic map and AI-driven data updates.
To maintain accuracy and real-time updates, Kuwait will leverage artificial intelligence to automatically refresh geographic data. Specialized AI programs are being developed to update building and street information, reducing the update cycle from one year to less than three months. The system will also reduce dependence on human labor by relying on satellite and aerial imagery.
Employees are being trained to work with data evaluation and AI systems to monitor changes and enhance digital oversight of infrastructure.
In tandem with the digital twin project, authorities are upgrading the infrastructure of the “Sahl” app, a government service platform launched in 2021. With a KD 3.5 million investment, the app will transition to a managed services model supported by a specialized team.
The Goals include aligning with modern IT infrastructure, ensuring 24/7 service availability, improving operational capacity and readiness for cloud deployment.
To support the country’s digital transformation, Kuwait is also developing a National Digital Skills Framework based on the globally recognized Skills Framework for the Information Age (SFIA).
This effort will identify skills gaps across government sectors, define job titles, descriptions, and training pathways and build workforce capacity in cybersecurity, cloud computing, and AI.
This comprehensive digital strategy positions Kuwait as a regional leader in digital governance, data infrastructure, and artificial intelligence by 2027.
