Islamic Affairs Ministry bans unauthorized fundraising inside mosques

The Assistant Undersecretary for the Mosques Sector at the Ministry of Islamic Affairs, Eng. Badr Turki Al-Otaibi, has issued Administrative Circular No. 9 of 2025, directing imams, preachers, and muezzins to strictly prohibit any form of donation collection inside mosques without prior authorization.

The circular emphasized that no individual or entity is permitted to collect donations within mosques unless they have obtained an official permit from the Ministry of Social Affairs and written approval from the Ministry of Islamic Affairs, reports Al-Rai daily.

Al-Otaibi further stressed that mosque staff are also prohibited from participating in any form of fundraising — including through social media — unless properly authorized.

The Ministry warned that legal action will be taken against violators of these instructions.
