Kuwait’s Cabinet forms grievance committee for citizenship withdrawal and revocation

The Kuwaiti Council of Ministers established a Grievance Committee to review cases of withdrawn or revoked citizenship. Headed by Counselor Ali Al-Dhubaibi, the committee will receive and assess grievances; ensuring decisions align with legal frameworks.

The Kuwaiti Council of Ministers announced today, Tuesday, 11th March, the establishment of a grievance committee to oversee matters related to the withdrawal and revocation of Kuwaiti citizenship.

Article (1): of the decision stipulates the establishment of a grievance committee for the withdrawal and revocation of Kuwaiti citizenship, which will be affiliated with the Council of Ministers.

The Council of Ministers will appoint the committee members through an official decision, which will also specify the remuneration for the Chairman, Deputy Chairman, members, and Secretariat.

Article (2): The committee will be responsible for receiving and reviewing grievances from individuals whose Kuwaiti citizenship or citizenship certificates have been withdrawn or revoked. It will examine each case, prepare the necessary recommendations, and submit proposals in accordance with applicable laws, regulations, and decisions.

Article (3): The committee will hold its meetings at the General Secretariat of the Council of Ministers, with the option to convene elsewhere if decided by the Chairman.

Meetings will be called by the Chairman as needed and will be valid with an absolute majority of members present, including the Chairman or Deputy Chairman. Deliberations will remain confidential, and decisions will be made by an absolute majority. In the case of a tie, the side supported by the session’s Chairman will prevail.

The committee may consult experts and specialists as needed to assist in its work. These individuals may be invited to attend meetings; however, they will not have voting rights.

Article (4): The committee shall define its work system during its first meeting and set a timeline for addressing matters within its jurisdiction.

Article (5): The committee has the authority to request necessary data from any relevant party to fulfill its duties, and those parties are required to cooperate and provide assistance.

Article (6): The General Secretariat of the Council of Ministers will handle the committee’s secretarial duties, including preparing its work, receiving grievances, presenting them to the chairman, gathering relevant data, and submitting reports. The organization of the secretariat and the appointment of its secretary will be determined by a decision from the Minister of State for Cabinet Affairs.

Article (7): The committee’s tenure will be of one year from the date of its first meeting with the possibility of extension for additional periods by a decision of the Council of Ministers if necessary.

Article (8): The committee upon its formation must announce the start of its work, the communication process, and the grievance submission mechanism through government social media platforms or other appropriate channels.

Article (9): The committee needs to prepare a periodic progress reports and a final report at the end of its term, outlining its findings, recommendations, and proposals regarding the grievances reviewed. These reports will be submitted to the Council of Ministers for consideration.

The Council of Ministers issued a decision to establish the committee under the leadership of Counselor Ali Al-Dhabibi.

Article 10: A Grievances Committee for the Withdrawal and Revocation of Kuwaiti Citizenship shall be established, chaired by Counselor Ali Musaed Ali Al-Dhubaibi, with the following members:

  1. Abdul Wahab Abdul Rahman Yousef Al-Muzaini, Vice President.
  2. Counselor Khaled Abdul Rahman Ahmed Abdul Rahman Al-Bakr.
  3. Jamal Khalifa Al-Rish.
  4. Fawaz Suleiman Al-Mishaan.
