Ministry eyes private sector investment in 11 new projects
The initiatives by the Ministry of Social Affairs aim to boost revenue, alleviate pressure on the state treasury, and ensure high-quality integrated rehabilitation services.
• Dr. Amthal Al-Huwailah issued Ministerial Decree No. 25 of 2025 to form a committee aimed at facilitating the appointment of national workers in cooperatives, addressing potential obstacles, and implementing necessary legal amendments.
The Ministry of Social Affairs is exploring the opportunity to offer eleven projects for private sector investment through implementation, operation, and management systems, or solely through operation and management.
In partnership with the Public-Private Partnership Projects Authority, these initiatives aim to boost revenue, alleviate pressure on the state treasury, and ensure high-quality integrated rehabilitation services, according to Al-Jarida newspaper. They also support the objectives of the “Kuwait 2035” vision.
Five projects involve implementation, operation, and management, including elderly care in the Seville region, the civil society complex, children’s parks and clubs, children’s nurseries, and the Sabah Al-Ahmad Resort for elderly care.
Six projects focus solely on operation and management, including juvenile care homes, elderly care in Hawali, existing children’s parks and clubs, wedding halls, community development centers, and social units related to the public aid system.
The Ministry of Social Affairs, through the planning and administrative development sector, is preparing to launch the “Sabah Al-Ahmad Resort for elderly care” in Sabah Al-Ahmad Residential City.
Projects and development
Sources pointed out that the Partnership Authority, which encourages the inclusion of approved projects within the development plan to accelerate their completion, confirmed the possibility of introducing projects such as elderly care and care for children of unknown parents in partnership with the private sector. These projects would provide clinical care, permanent residence, mobile care, and care for children from family nurseries with unknown parents.
The authority also requested the Civil Service Bureau to establish organizational units in the ministries to manage these projects, aiming to facilitate procedures andexpedite their completion.
Sources added that “these organizational units will be tailored to the situation in each ministry separately and will include private project management, project control, and project departments, with staff including legal experts, contract specialists, civil engineers, electricians, mechanics, and accountants for payments and financial systems.”
On the other hand, as part of efforts to expedite the implementation of the plan for job placement in cooperative associations and federations, Dr. Amthal Al-Huwailah, the Minister of Social Affairs, Family and Childhood Affairs, issued Ministerial Decree No. 25 of 2025.
This decree formed a committee headed by the Undersecretary tasked with following up on the implementation of the Kuwait plan in coordination with the relevant parties, including the Public Authority for Manpower and the Union of Consumer Cooperatives, to facilitate the appointment of national workers in supervisory and public roles within cooperatives.
Through the committee, the necessary measures will be taken to address any obstacles or difficulties that may arise during the implementation of this plan, including the introduction of the required legal amendments regarding the mechanisms and conditions for employing Kuwaitis in cooperatives.
This initiative is part of the government’s commitment to creating more job opportunities for Kuwaitis in the non-governmental sector and attracting top national talent. The goal is to utilize these competencies to enhance the working environment in cooperatives, helping them achieve their objectives of raising the economic and social levels of shareholders, preserving their assets, and protecting them from loss and waste.
Thirteen civil associations dissolved for failing to meet legal and social goals
Dr. Amthal Al-Huwailah also issued a set of ministerial decisions to dissolve thirteen civil associations that violated the law due to ineffectiveness in society or failure to achieve the goals outlined in their charters.
These associations include, Sulayak Disease, Peritonium Cancer, Freedom, Qur’an Sponsorship, Industrial Property, Democracy Development, the Club of Thought and Creativity, the Gluster of Positive Thinking and Well-Being, Beetters, the Management of Educational Institutions, Health Volunteering, Arbitration, and the Civil Coalition.
