Kuwait’s charitable sector sets new proposals for a future-focused action plan
Following the directives of Dr. Amthal Al-Huwailah, the Minister of Social Affairs, Family and Childhood Affairs, charitable associations are evaluating proposals to enhance their work and develop a comprehensive vision for the next ten years.
• A proposal is to establish an advisory council with ministry and charitable organization representatives to review decisions and enhance practices supporting Kuwait’s charitable goals.
Following the directives of Dr. Amthal Al-Huwailah, the Minister of Social Affairs, Family and Childhood Affairs, the management of charitable associations has begun evaluating proposals to enhance charitable work, sources in the ministry informed Al-Anbaa newspaper.
This initiative aims to create a future action plan for charitable efforts in Kuwait, aligning with the ministry’s vision and incorporating suggestions and insights from charities and workshops conducted during last week’s meeting.
The sources indicated that the administration is working on lines aimed at developing comprehensive charitable work and its vision over the next ten years.
The sources explained that among the proposals under consideration is the establishment of an advisory council that includes, in addition to the ministry, representatives of charitable entities. This council would review and study all decisions and work to enhance them in line with evolving practices. It would also introduce new initiatives that serve Kuwait’s charitable goals and protect its charitable system.
Additionally, the council aims to activate an aid platform for the localization of charitable work, involving all charitable entities and establishing automatic links with relevant government bodies, such as the Ministry of Interior, banks, and others.
The sources pointed out that the Ministry of Social Affairs is moving forward with a comprehensive study of each case involving aid seekers to ensure that actual beneficiaries receive support according to strict controls. This process includes scrutinizing all documents and requiring assistance applicants to submit a certificate of non-ownership of property or real estate, whether inside Kuwait or abroad.
The sources stated that among the proposals under consideration is the establishment of a framework for confidentially reporting non-eligible beneficiaries (where associations inform the ministry that the documents are not authentic).
The sources added that an annex is also being proposed to follow up on charitable work among embassy staff or to establish external offices for charitable work.
The sources pointed out that the restructuring of the Joint Committee for Charitable Work is under study. This committee would include, in addition to the Ministry of Social Affairs, representatives from the Ministries of Interior, Justice, and Foreign Affairs, as well as charitable organizations.
The aim is to lay the foundations for preserving the rights of donors for external projects during and after implementation, while also coordinating efforts to create a framework for job placements in charitable institutions. Additionally, meetings will be held with representatives of relevant organizations to monitor progress.
