Hospitals to treat illegal residents as ‘visitors’ without valid cards

Under the policy, several hospitals will charge 20 dinars for emergency room visits and 30 dinars for outpatient clinic visits.

  • Medication will be provided only if necessary during hospital observation, ward stays, or intensive care; it will not be provided during outpatient clinic or emergency room visits.

Several hospitals have issued circulars instructing that illegal residents without a valid card be treated as ‘visitors,’ according to Al Anba newspaper.

Under this policy, hospitals will charge 20 dinars for emergency room visits and 30 dinars for outpatient clinic visits. Medication will only be provided if necessary during hospital observation, ward stays, or intensive care.

The circular also confirmed that medication will not be provided during outpatient clinic visits or emergency room visits.

A circular issued by Amiri Hospital, a copy of which was obtained by Al-Anba newspaper, and addressed to the heads of medical departments, stated that regarding the subject of ‘fees for illegal residents’ and based on a letter from the head of the financial affairs department, ‘please note that an illegal resident will be treated as a visitor if their card has expired.’

Based on Ministerial Resolution No. 294 of 2017 concerning non-Kuwaiti patients and individuals not registered in the health insurance system, the following guidelines shall apply:

Article One: Fees for health services will be collected from non-Kuwaiti patients and individuals not registered in the health insurance system, specifically: 20 dinars for hospital emergency visits and 30 dinars for outpatient clinic visits.

Article Four: Medications will not be dispensed for cases covered by this resolution unless the patient requires medication while hospitalized (in observation, ward stay, or intensive care). Medications will not be dispensed for outpatient clinic visits or emergency visits.
